Dear Stratford on Avon District Council,

I am writing to you under the Freedom of Information Act 2000 to request the following information:

i. Has Stratford District Council (‘SDC’) held any discussions (formally or informally) with the owner(s) of Wellesbourne Mountford Airfield (‘the Airfield’) or its employees, agents or representatives regarding the current or future use of the site of the Airfield?

ii. If so, upon what dates did such discussions take place and between whom? Please provide any agendas, minutes or other documents recording the particulars of such discussions.

iii. Has SDC taken any steps to acquire the site of the Airfield outside the framework of a Compulsory Purchase Order?

iv. If so, what steps have been taken and when?

v. What is the current position with regard to SDC acquiring the site of the Airfield?

vi. Has SDC made any agreement (binding or voluntary) with the owner(s) of the Airfield, its employees, agents or representatives regarding the future use and function of the Airfield site? For the avoidance of doubt, this would include any expression of intent, memorandum of understanding, contract, license or similar.

vii. Please provide the text and date of execution of any such agreement and indicate whether it was informed by independent legal advice.

viii. Has the appropriate executive body of SDC made a formal resolution to use Compulsory Purchase Order powers to acquire the site of the Airfield?

ix. If so, when was this resolution passed?

x. What is the current status of any proceedings by SDC under its Compulsory Purchase Order powers to acquire the site of the Airfield?

xi. What are the current intentions of SDC with respect to such proceedings?

xii. With reference to the Stratford on Avon Core Strategy 2011-31, does Policy AS.9(c)(2) remain current and applicable?

Further to your request, please see answers to your questions below:

i. Has Stratford District Council (‘SDC’) held any discussions (formally

Airfield’) or its employees, agents or representatives regarding the
current or future use of the site of the Airfield?

Yes, a series of meetings have been held with the owners of the airfield

ii. If so, upon what dates did such discussions take place and between
whom? Please provide any agendas, minutes or other documents recording the
particulars of such discussions.

Meetings have been held on 7 May 2019, 27 June 2019 and 24 July 2019. We
have agreed to keep the minutes of the meetings confidential however I can
confirm that the meetings started by discussing the Compulsory Purchase of
Wellesbourne Airfield and have progressed to discuss alternative options
to bring about the result of implementing the Core Strategy through a
negotiated settlement which is a requirement of the CPO process.

iii. Has SDC taken any steps to acquire the site of the Airfield outside
the framework of a Compulsory Purchase Order?

All discussions have been within the CPO framework although, as set out
above, alternative negotiated settlements are being considered.

iv. If so, what steps have been taken and when?

v. What is the current position with regard to SDC acquiring the site of
the Airfield?

The reason for the CPO is to implement the Council's Core Strategy. We are
currently discussing whether this can be achieved without the need for CPO
which is a requirement of the CPO process. The current owners are
preparing Master Plan proposals for the site which will be discussed in
more detail when available.

vi. Has SDC made any agreement (binding or voluntary) with the owner(s) of
the Airfield, its employees, agents or representatives regarding the
future use and function of the Airfield site? For the avoidance of doubt,
this would include any expression of intent, memorandum of understanding,
contract, license or similar.

We have currently entered into an MoU which preserves aviation on the site
whilst negotiations are ongoing, this can be found on our website and is
attached.

vii. Please provide the text and date of execution of any such agreement
and indicate whether it was informed by independent legal advice.

viii. Has the appropriate executive body of SDC made a formal resolution
to use Compulsory Purchase Order powers to acquire the site of the
Airfield?

Yes

proceedings?

The Council is seeking to implement the Core Strategy objectives either
through negotiations or CPO

xii. With reference to the Stratford on Avon Core Strategy 2011-31, does
Policy AS.9(c)(2) remain current and applicable?

Yes
