The response to my FOI request is overdue. By law you should have responded with the information requested within 20 working days of my submitting my request. Instead, you sent me an interim response, which was a request for proof of my identity before you would begin to process my request for information. However, you did not send this request for proof of identity until 27 September, the day by which you should have disclosed to me the information I had requested. If there was any question about my identity, it should have been dealt with long before your disclosure deadline and I regard your interim response as nothing more than a delaying tactic.

I would be grateful if you would now disclose the information I requested without further delay.

Thank you for your response to my request for information about officer strengths in the ACF. However, I am not content with your response. The rounding system that has been applied to the statistics renders them useless. Since the numbers are so small, rounding to the nearest 10 or 20 completely obfuscates the underlying data. I do not believe that rounding the numbers in this way is justified since there are no security implications for the release of this information. Nor do I believe rounding in this way to be necessary to protect confidentiality and I wonder what it is that needs to be kept confidential. The information I requested has no implications for the confidentiality of personal data.

I also asked for information about the official officer establishment (workforce requirement) at the time. You claim that this could not be provided because the data was not held by the department and the system used was updated reglularly. The officer establishment within an ACF County is strictly dependent on the number of detachments within that county; details of the ratios are published in the ACF Manual, which is in the public domain. The number of detachments within an ACF county is extremely stable and rarely changes. I find it hard to believe that you cannot provide the information I requested.

You state that the information provided was only single service estimates and not official statistics produced by Defence Statistics. The official statistics should have been provided. The information will surely be readily available from the MOD Joint Personnel Administration (JPA) system and/or the ACF database "Westminster".

I do not believe that you have provided a satisfactory response to my FOI request. I would be grateful if you would revisit my request and provide the information I asked for.

Acknowledgement of Request for a Freedom of Information Act (FOIA) Internal Review

Your email of 11 November has been passed to this office. We can confirm that an internal review will be conducted of your request for information, our reference FOI2019/11196.

The Department's target for completing internal reviews is 20 working days from date of receipt and we therefore aim to complete the review and respond to you by 10 December 2019. While we are working hard to achieve this, in the interests of providing you with a realistic indication of when you should expect a response, we should advise that the majority are currently taking between 20 and 40 working days to complete.
