Dear Sandwell Metropolitan Borough Council,

Please provide answers to the following in accordance with the FOIA:

1. In 2017/18 the Gross Income of Adult Social Care was £59,221,000. Can you breakdown this amount to show where monies came from to arrive at this income figure i.e. Charges to Service Users, Better Care Fund, Council Tax Precept etc ?

2. Can you advise the Gross Income for Adult Social Care for 2016/17 and breakdown the total figure in the same way as requested in 1 above?

3. Can you please advise for the years where a precept has been attached to the Council Tax, for Adult Social Care, the income for each of the years that has been generated by the precept?

4. The Council Tax increased yet again in 2018/19 of which 1% funds Adult Social Care. Why was this increase necessary?

5. In Jan 2019 a report to the Scrutiny Board showed that Adult Social Care generated a surplus of £4,272,000. This is in addition to the savings it had already included in it's budget. Why with this level of surplus is it necessary to increase Council Tax in 2019/20 by a further 1% for Adult Social Care?

6. The report to the Scrutiny Board appears to indicate that some of the surplus generated by Adult Social Care, probably by increasing charges, increasing council tax and an increase in the "Better Care Fund" has been transferred to take up activities formally undertaken by the Warden Service i.e. locking cemetary gates which may be extended to the locking of park gates in the future.

Please can you justify how money can be diverted from hard pressed health services to fund these other activities.

7. The report to the Scrutiny Board dated 9th Jan 2019 appears to indicate that some of the Adult Social Care underspend will be used to deliver continued rent concessions to the West Bromwich Indoor Market. Is this correct?

request I can confirm the following:
Please find detailed below and attached the response to your recent
request regarding Accounts, Budgets, Council Tax, "Adult Social Care"
"Better Care Fund" Question 1 Analysis of 2017/18 Adult Social Care Income
– please see Appendix 1 Please note the income quoted in the enquiry is
taken from the 2017/18 Statement of Accounts which reflects several
technical adjustments to ensure compliance with International Financial
Reporting Standards (IRFS). These adjustments include the removal of
internal income and some of the income from partners. The income analysis
provided in Appendix 1 and 2 shows all income received by the service in
the year. Question 2 Analysis of 2016/17 Adult Social Care Income – please
see Appendix 2 Question 3 Adult Social Care Precept & Value Year Value

the request therefore I am unable to respond to this question. Question 5.

monitoring report to the Budget and Corporate Scrutiny Board highlighted a
projected financial pressure within the Regeneration & Growth directorate,
linked to rental concessions at the West Bromwich indoor market. The
surplus within ASC will not be used to fund a pressure within another
directorate.
