The requester is accountable for authorising the request of the procurement, however under the actual procurement policy and procedure there is reasonable doubt that this person, would be suitably qualified in the area of procurement and would therefore have a delegated member of the college staff perform and oversee this procurement, as such please confirm the role of the person who performed the procurement on behalf of the requester of the legal services?

Therefore the role of person who performed the procurement on behalf of the requester of the legal services is the Accountable Person for overseeing the Procurement, and as such should have kept the requester abreast of the procurement of legal fee's and any significant risks or failure to abide by policy and procedures whether the colleges/SFC/Scottish Government at all times.
