I made my request on 13th January and have now waited over 40 days for a response. I do not believe it can take so long to enclose some minutes. By law, TfL should have responded by now.

I am contacting you regarding the internal review of your request for information concerning Accessibility Minutes.

This review has been carried out by an independent panel following your email 15 March 2016 regarding the delay in providing a response to your Freedom of Information request.

The panel has looked into the handling of your request and it is clear that in failing to provide you with a response within 20 working days, TfL has breached the requirements of section 10 of the FOI Act, and on behalf of TfL, please accept my sincere apologies for the shortcomings in the handling of your request.

TfL is the statutory body created by the Greater London Authority (GLA) Act 1999 responsible for most aspects of London’s transport system. The information and knowledge required to provide a comprehensive and accurate answer to an FOI request is often held in different parts of our organisation, so when we receive requests for information, we send our draft response to a number of subject experts for checking. Although we try to get things right first time, these checks can sometimes also result in our subject experts identifying additional information which needs to be considered for inclusion in the response. Unfortunately this can cause a delay to our response, meaning that we miss our deadline. In this instance a delay has been caused as there is one specific subject matter expert who was in the process of validating the information you have requested to ensure an accurate response is provided, but unfortunately had to take some unexpected absence. Subsequently other team members have been unsuccessful in accessing the shared folder where the information has been stored. The panel can advise that the matter has been escalated and steps are being taken to resolve this access issue. Once this has happened a final response will be provided to you, in the meantime regular progress updates will be provided to you.

However we do not consider that this necessarily represents the end of the internal review process. We consider that it would be appropriate in the context of this request to offer you a further internal review of the content of the response to FOI-1862-1516 once you receive it if you choose, even though you have already exercised your right to a review in view of our failure to provide a timely response.

Therefore, if you are not satisfied with the final response that we provide to FOI-1862-1516 please contact [TfL request email].

Your request has been considered in accordance with the requirements of

confirm we hold some of the information you require.

 

We have carried out an extensive search for minutes of both the Surface
Delivery Group for Accessibility and the Bus Accessibility Group. We have
been unable to locate any meeting minutes for the Surface Delivery Group
or anyone involved in this group and believe this was an error as this
group does not exist. We do have an Accessibility Delivery Group, however
this was a pan-TfL group, not just Surface.

 

Please find attached all of the minutes and tracker tables from the Bus
Accessibility Group meetings that we have been able to locate.
