Dear Wirral Metropolitan Borough Council,
After receiving a dog fouling ticket i was informed it had been captured on the dog wardens personal cctv,how do i request this footage.

If Wirral Council refuse to let you have a copy of the CCTV requested, or a clear still image of the "fouling", refuse to pay any penalty notice, as they cannot enforce without proof and they must provide you a clear copy.

Do not pay any fine, you now have proof council are "dealing" with your request, furthermore If they cannot provide "proof" tell them to take a hike.
