Dear North Wales Fire and Rescue Service,

I am Chairman and press/Public Relations Manager for a Charity campaigning to restore the Duke of Lancaster ship docked at Llanerch-y-mor, Mostyn, Flintshire.

Access to the ship is by way of a road currently owned by Network Rail. There is a bridge over a railway line on the road which may have a weight restriction of ten tonnes.

Network Rail has stated the weight limit is a 'notional limit and heavier vehicles can use it with their authorisation therefore a fire engine cannot use it'

I have witnessed vehicles well over 30 tonnes crossing the bridge on a daily basis and have photographic evidence of this.

I have always believed the emergency services would use any means possible in which to access an emergency regardless of any restrictions imposed.

Could you advise me on this problem?

I write in response to your request for information regarding access of
emergency vehicles to weight restricted structures and roads.

 

Where a weight restriction is imposed for safety reasons e.g. a weak
structure; emergency vehicles over the posted limit must observe the
restriction as any other road user.  The use to which the vehicle is being
put would not reduce the risk of overloading the structure if the vehicle
is in excess of a posted weight limit.  

 

We would not route vehicles over structures that are assessed as being
unable to take their weight as the risk of an overloaded structure failing
and causing injuries or worse to the vehicles’ occupants, requiring other
emergency resources to be sent to them, causing damage to the vehicle and
the structure and of course not being able to attend the original
emergency, is too great to be taken.

 

Where a weight restriction is in place for traffic management e.g. keeping
LGV’s away from residential areas and there are no safety concerns
regarding a structure, emergency service vehicles above the posted weight
would not have to observe the restriction when being used for emergency
service purposes.
