I recently submitted this request to Audit Scotland but they could only provide a response since the advent of the single force/authority
Could you please respond for the previous period mentioned in my request as copied below
Your audit of the now defunct Central Scotland Police for 2011-12
contained the following paragraph
"Internal Misconduct Investigation
The Assistant Chief Constable has been on a period of leave since
July 2010. We note that he was recently formally suspended in
connection with misconduct allegations.
As a Police Officer, the Assistant Chief Constable's terms and
conditions of employment are governed by the Police (Conduct)
(Senior Officers) (Scotland) Regulations 1999. We understand that
Her Majesty's Inspectorate of Constabulary for Scotland (HMICS) has
recently launched an investigation into the Board's handling of the
case. We will continue to monitor progress in this area with a view
to considering the effective use of public monies."
This was not apparently monitored as indicated as there is no
mention made of the issue in the subsequent 2012/-13 accounts
despite the fact that the officer continued to be "suspended"
during that year
(He was never formally suspended as indicated in the first audit
having voluntarily gone on what was described as "gardening leave"
in the press. The correct suspension process was never effected)
Could you please confirm the financial costs of this investigation
identified as part of the two audits referred to above.
Given that the investigation continues uninterrupted to date have
you continued to monitor the issue for the 2013/14 audit?
Do you intend to include this item in your audit for 2013/14
