Re Abergele Allotments Application Planning Breach!

Planning Application - 0/50673
Councillor Andrew Wood planning an application for allotments.
Yesterday photographs were taken of work being done on the proposed site of the allotments despite the fact that planning has yet to be approved.
Electric power lines and water is being put on the site.

I will ask
1, Has Pre-planning been agreed for work to have started in any form for utilities or any other work on the Greenbelt site prior to the application being discussed next Thursday?
2, Are the council aware that the Ombudsman is investigating a new complaint regarding a conflict of interest regarding the applicant and his role as a councillor?
