Here is link to a currently overdue FOI which leads to this FOI.
Please disclose whether or not River Oak applied (re Manston) to KCC for your information (Subject of Aarhus Convention and UK law) about history of Thanet's contaminated water supply. And related records.
They never applied to Thanet District Council.
Please disclose the details and dates of KCC Economic Development Officers being briefed on the history of Thanet water supply contamination. IE When they first knew there are Aarhus issues in the Manston Development planning application.

Please pass this on to the person who conducts Freedom of Information reviews.
I am writing to request an internal review of Kent County Council's handling of my FOI request 'Aarhus Convention >>> Record of River Oak application and fee requesting information from KCC'.
Since Health Protection Agency in 2009 said public health impact (epidemiology) inquiry is required then KCC should hold the information under your duty under 2007 act to promote public health well being. Plus you adopted public health duty 2012. IE Not under a duty to water health but under duties to human health
Also since the Health Protection Agency position counts as "Preliminary scientific" inquiry it triggers the Aarhus related "Precautionary Principle" in planning law impact assessment … most significantly re Manston Airport Development Plans and application to National Infrastructure Planning.
Another dept that should have a record of this is economic development
Thank you for your good efforts so far. But I need a definite answer that I suspect will be that your public health and promotion of well being dept has no record and neither does economic development.

Dear Mr Card
Further to your request for a review dated 12th June 2018 and relating to
Thanet's water supply, I have undertaken a review of your original request
for information; this is in accordance with your rights under the Freedom
of Information Act 2000 (FOIA).
On 16th May 2018 you asked us to "disclose whether or not River Oak
applied (re Manston) to KCC for your information (Subject of Aarhus
Convention and UK law) about history of Thanet's contaminated water
supply. And related records.
They never applied to Thanet District Council. Please disclose the details
and dates of KCC Economic Development Officers being briefed on the
history of Thanet water supply contamination. IE When they first knew
there are Aarhus issues in the Manston Development planning
application".
Following consultation with our Flood and Water Management Team we were
advised that KCC doesn't regulate water quality or water supply so it is
unlikely that anyone would ask us for this information and whilst we are
aware that there are contamination issues with the groundwater in Thanet
we do not hold any specific details. The Environment Agency would be the
regulator for this sort of information. Our response to your request
confirmed that the information you were looking for was not held.
Subsequent enquiries to our Economic Development and Public Health
Departments have confirmed that they hold no information falling under the
scope of your request.
I have now completed by review and can confirm that we maintain our
original response that no information is held and as a result we are
unable to uphold your complaint.
If you still remain dissatisfied following this internal review, you can
appeal to the Information Commissioner, who oversees compliance with the
Freedom of Information Act 2000. Details of what you need to do, should
you wish to pursue this course of action, are available from the
Information Commissioner's website http://www.ico.org.uk/complaints
