Response to this request is long overdue. By law, under all circumstances, East Sussex County Council should have responded by now (details). You can complain by requesting an internal review.

Dear East Sussex County Council,

I am an academic researcher, attempting to assess the provision of
 augmentative and alternative communication (AAC) devices in 
Education in the UK (devices used to aid communication, typically
 for people with difficulty speaking). Could you please send me 
a list of augmentative and alternative communication devices 
purchased by or within your authority between 31st March 2006 
and 1st April 2012? (So we are including both for children and adults, and both educational and social reasons)
We would like the information broken down by both product name (So 
for example Dynavox Xpress, iPod touch with TapToTalk, BigMack) and 
by year. Ideally you would include the price paid, but we can deduce that from the
 products if necessary.

 This is a follow up study - the first one consisted of several
 hundred freedom of information requests to NHS Trusts in England, Scotland, and Wales to find the 
provision of AAC. Our consolidated data is in the 
following format (This is comma separated, we can happily send
 excel documents and other examples):

Dear Dr Reddington,

Prior to 2010 the purchasing of AAC devices was not co-ordinated centrally at East Sussex County Council. Prior to this time there is no log of the individual purchases.

We have provided all of the information that is readily available.
It would be very difficult for Children's Services Finance to retrospectively breakdown further information as there is no specific cost-code for AAC devices.

Section 12 FOIA 2000 provides that a public authority is not obliged to comply with a request for information if it estimates that meeting the request would exceed the appropriate cost limit. This ‘appropriate limit’ is also set out in the Freedom of Information and Data Protection (Appropriate Limit and Fees) Regulations 2004. The ‘appropriate limit’ for non Central Government public authorities is currently set at £450. This is calculated at a rate of £25 per member of staff per hour. This effectively equates to a time limit of 18 staff hours.

I have asked the relevant officer to estimate how long it would take for them to identify and locate the information you seek. The estimate for responding to your request exceeds 18 hours and therefore exceeds the ‘appropriate limit’. Where a public authority estimates that responding to the request would exceed the appropriate limit, there is no obligation on the public authority to carry out searches up to the 18 hour limit. Section 12 effectively removes the information from the scope of the duty to disclose altogether.

I am therefore refusing your request for information prior to 2010 under the provisions of Section 12 FOIA 2000.

(and if so, can you give me a couple of sentences of how provision was handled?)

Therapy service for children and young people
A new integrated therapy service is available to children and young people aged 0-19 years. The Children’s Integrated Therapy & Equipment Service (CITES) brings together therapists from the National Health Service and East Sussex County Council.

The service provides:

occupational therapy
physiotherapy.
