'A Vision for Maghera 2015' Report

We're waiting for Ryan O'Reilly to read a recent response and update the status.

Dear Mid Ulster District Council,

The Council's website (https://www.midulstercouncil.org/investi... under plans for the redevelopment of the former Maghera High School Site, Maghera states:

"Earmarked for business development for some time, its potential for business growth, job creation and regeneration has long been recognised, from the former Magherafelt Council’s report ‘A Vision For Maghera 2015’ to the ‘Maghera Physical Development Framework and Action Plan 2017-30’."

I am requesting information regarding the following:

1) A copy of the former Magherafelt Council’s report ‘A Vision For Maghera 2015’.

2) A copy of any other document or report, available to the public, which earmarked the former Maghera High School site for business development prior to the above or that references its potential for business growth, job creation and regeneration.

3) A copy of minutes from any meeting of the former Magherafelt Council which discussed potential uses for the former Maghera High School Site.

4) Research and evidence base used by council to substantiate the business growth, job creation potential of the former Maghera High School site.

Thank you for your information request submitted with Mid Ulster District
Council on 06/03/2019 under the Freedom of Information Act 2000 (the Act)
for provision of information and documents referenced in plans for the
redevelopment of the former Maghera High School site, Maghera. The Council
has considered your request and responds as detailed to your queries.     

Q1. A copy of the former Magherafelt Council’s report ‘A Vision For
Maghera 2015’.

Response:  Council refers you to the report as attached.
Q2. A copy of any other document or report, available to the public, which
earmarked the former Maghera High School site for business development
prior to the above or that references its potential for business growth,
job creation and regeneration.

Response: The selection of Maghera High School site as an opportunity site
for economic use is within the wider policy and strategy context including
the Draft Programme for Government 2016 – 2021, the Northern Ireland
Regional Development Strategy 2035, and Mid Ulster District Council’s
Community Plan: Our Community Plan 10 year Plan for Mid Ulster.  Reference
is made to the site within the following key documents:-

Response: Extract of a minute from the former Magherafelt District
Council is attached from a meeting held on 28/5/13

Q4. Research and evidence base used by council to substantiate the
business growth, job creation potential of the former Maghera High School
site.

Response: The Council refers you to its response to query 2 above, within
this request.  Furthermore, in 2017/18 calendar year, Invest NI (INI)
undertook 53 property searches that included a Mid Ulster Council area
option (the highest outside of Belfast).  In that period, there were 18
visits to property in Maghera, BT46 via INI’s Commercial Property
Search.  During the last 12 months, this figure has increased to 36 visits
to property in Maghera, BT46. There was one property listed in Maghera,
however it has now been sold/leased recently.

Historically there have been high occupancy levels in the three Business
Parks in Maghera; indeed at present all Business Parks are 100% occupied.
However, it is important to note that the Council’s proposed offering
would be completely different in terms of size and quality of purpose
built workspace units. The Council is in receipt of seven expressions of
interest from businesses interested in services sites within the proposed
Business Park in Maghera.

I hope this is of assistance. However, under the Freedom of Information
Act, if you are not happy with the way in which your request has been
handled, you have the right to ask for an internal review. An internal
review should be requested within 2 months of the date of this response

Council has supplied one extract from one meeting which simply acknowledges NEELB thanking Council for their interest in the site.

To clarify, I am requesting a copy of full minutes from all meetings of the former Magherafelt Council which discussed potential uses for the former Maghera High School Site. Am I to assume from the supplied extract that this is the only discussion held by the former Magherafelt Council regarding potential uses the former Maghera High School Site?
