1. Please provide me with an excel spreadsheet listing all of the individual small graphic design projects, printing projects, and website design/development projects invoiced to Lincolnshire Partnership NHS Foundation Trust by outside contractors/agencies/companies during the period 1st June 2012 until 30th June 2016, the amounts paid (with VAT paid where applicable), with the name of the contractor, the description of the project, and the name and contact details of the Council Officer commissioning each project.

2. Please also provide me with the guidance published by the Lincolnshire Partnership NHS Foundation Trust on how other graphic design, printing and website design/development agencies/companies in the area may tender/bid for the projects listed in 1 next time repeat contract becomesdue for tender.

Dear Sir/Madam,

Thank you for your email dated 12 July 2016. We can confirm that the Trust has considered your request. However, have estimated that the time it would take to provide you with the information would exceed the appropriate limit detailed under section 12 of the FOI Act. For information, a public authority may be exempt from providing information if the time taken to deal with the request exceeds 18 hours and/or costs of £450.00

In estimating whether complying with a request would exceed the appropriate limit, Regulation 4 (3) states that an authority can only take into account the costs it reasonably expects to incur in:
• Determining whether it holds the information;
• Locating the information, or a document containing it;
• Retrieving the information, or a document containing it; and
• Extracting the information from a document containing it.

We can confirm that we do hold the information however, this is not ordinarily collated in the format that you have requested. We can confirm that to retrieve and collate it would involve an officer having to gather the information from several sources within the organisation and then manually search each Purchase Order raised, then would have to investigate it individually to identify the Information you have requested. We estimate that this would take one officer approximately 43 hours to produce. Having considered the amount of time it would take to provide you with the information, factoring in the four points above, we conclude that it would exceed the threshold of 18hours and costs of £450.00 and therefore this request will not be processed further.

If you are dissatisfied with the handling of your request, you have the right to request for an internal review. Internal review requests should be submitted within two months of the date of receipt of the response to your original letter and should be addressed to: FOI Department, Lincolnshire Partnership NHS Foundation Trust, Units 8 & 9, The Point, Lions Way, Sleaford, Lincolnshire, NG34 8GG.
