Dear Steve Mussell

Your correspondence has been allocated reference number 2017-0040330. If
you need to respond to us, please visit:

Thank you for your request for information received on 6 August 2017. You
requested:

“Please can you provide the following information for all Day Nurseries,
Pre-schools and Primary schools within the UK?

I would like a list of all the names of Seniors Contacts/Heads, email
address of contact, address, telephone number.

Please can the information be provided in a spreadsheet”?

I have dealt with your request under the Freedom of Information Act 2000.

The department’s list of early years providers in England is populated
through two sources:

 1. Edubase, the department`s register of educational establishments; and,
 2. The Early Years Census (EYC) for information on private, voluntary and
independent (PVI) providers
([2]https://www.gov.uk/guidance/early-years-...).

Edubase and primary schools (which includes All Thorough, Middle Deemed
Primary and Primary Independent (Independent Schools that have a primary
age range).

A file containing data from EduBase, as at 14 August 2017, is included
with this response. This includes email address and contact telephone
numbers where they are available.

Further information on the terms used within this extract can be found in
the EduBase glossary:
[3]http://www.education.gov.uk/edubase/glos...

Private, voluntary and independent providers (PVIs)

The department does not hold a list of all PVI providers registered in
England, only those who receive funding in relation to the funded early
education entitlement. A file containing our list of private and voluntary
providers in England (excluding childminders), as at January 2017, is
attached.

The location data provided includes the local authority and the
establishment’s postcode. The department does not collect the
establishment’s full postal address.

The early years census collects contact details for the nominated person
who facilitates the data return. However, the contact details provided are
often that of administrative staff, teaching staff, accountants or IT
suppliers. Some email addresses and telephone numbers appear to be a
member of staff’s personal contact information (e.g.
[email address]). Therefore, the department believes that these are
the personal data of the individuals concerned and that the relevant names
and email addresses should be withheld under section 40(2) of the Freedom
of Information Act. Section 40(2) provides for personal data to be exempt
from disclosure where its disclosure would infringe the rights of
individuals and contravene any of the data protection principles under the
Data Protection Act 1998.  This is an absolute exemption in these
circumstances which means that it does not require a test to balance the
public interest in releasing the information against that in withholding
it.

Dear  Stephen

Thank you for your email. As detailed in the original written response,
emails have not been provided for private, voluntary and independent
providers (excel file 'EYC_2017_Providers'). The excel file
'Edubase_1408' contains 3 tabs along the bottom of the page; LA Nursery,
Primary and Independent. From your email, it seems you have only accessed
the LA Nursery tab. Further details are listed under the Primary and
Independent tabs.
