A request for buget details concerning the trolly block recycling system and kribside policing.

I would like to request the total costs of the new trolly block system to date, including the trips to Carmarthen undertaken by the team of councillors and council workers to evaluate the system, before adoption and specifically including transport costs to undertake this evaluation.

I would also like to request the costs of policing i.e. the budget for the new kerbside policy and the enforcement officers that are employed to police it.

I would also like to request the budget for the communications team for the tax years 20016-17, 2017-18 and 2018-19.

Dear Mr Watkins,

 

Thank you for your recent enquiry in terms of the budget spent on the new
recycling service.  We don’t have records to show the cost of the trip to
Conwy Council; however I can confirm that the roll out of the new system
came at the point whereby the Council would either need to re-invest in a
new fleet of compaction vehicles or move over to the new kerbside sort
service.

 

If the decision was to remain with the existing service the cost of a new
fleet was in the region of £700,000.  Also, at that point in time we were
paying £135,679 to dispose of the recycling as the material was mixed. 
There was also a further £230,583 (per annum) against the recycling
collection bags that were being delivered to each of the residents.  By
moving over to the new system we were able to use this money for
prudential borrowing to cover the capital investment into the new scheme.

 

The table below shows the total cost of the new system, where we also
renewed our refuse fleet.  In terms of the wardens, we have five permanent
wardens, and through the new side waste enforcement we have taken on an
additional two.  The additional two wardens cost £50,000 per annum.  It’s
also worth noting, since the side waste enforcement commenced in June 2018
and residents now recycling more material the Council reduced its black
bag tonnage in July and August by 760 tonne compared to July and August
last year. 

 

As outlined above, under the old system we were paying to dispose of the
recycling at a cost of £135,679.  Under the new system we are generating
an income in excess of £300,000 per annum.

2018/19           – No marketing budget

 

1 Communications Officer was employed between September 2016 and March
2018. The staff costs follow:

 

2016/17 = £16,950

2017/18 = £29,950
