A "report to Cabinet on the Lido" from early 2016

In the Minutes of the proceedings at a meeting of the Council held in the District Council Chamber, South Lakeland House, Kendal, on Thursday, 31 March 2016, at 6.30 p.m, under item C/98 COMPOSITE REPORT OF THE CABINET it states, "The Culture, Arts and Events Portfolio Holder, Councillor Chris Hogg, undertook to circulate to all Members a recent report to Cabinet on the Lido." I have searched the SLDC website for this report and it does not appear to have been published thereon, therefore I would like to request a copy of the aforementioned report in digital format please.

I am writing in respect of your recent enquiry for information held by the Council under the provisions of the Freedom of Information Act. You asked the following:
Request a copy of the aforementioned report (Grange Lido) in digital format
I can confirm the following:
There was not a recent Cabinet Report. In January 2016 year the Council produced a position statement which was shared with Grange Town Council and Grange Now. The position statement was as follows:

SLDC is working to identify a scheme to address the derelict site of the former outdoor swimming pool. We acknowledge that finding a future use of the site has involved a number of approaches involving local people, organisations and advisers over many years. What is certain is that it is a challenging site, given its poor vehicular accessibility (for potential future users and for construction), its location on the edge of Morecambe Bay and its listed building status. Whilst these are constraints, we need to be creative in understanding how they may also offer opportunities for the site.
A new future use will not come without cost. There will likely be significant capital cost and we would not wish to add further revenue burdens through the resulting operational costs of the site. The choice and design of future use needs to take full account of financial realities. We recognise that there is a popular voice amongst the community which would welcome the idea of the restoration of a swimming pool, however the Council does not believe that such a proposal would prove a viable and sustainable option. We do not wish to raise further public expectation over this option.
We need to identify a deliverable option for the site, one which plays to the strengths and opportunities of the location and provides additional value for the resident and visitor experience of Grange-over-Sands and in particular the promenade area. Uses could include public open space, refurbishment and uses of the existing buildings, public art and interpretation of the site’s heritage. There will be complementary ideas on how the site may be used for events or exhibitions. We need to consider whether there are opportunities for community and private enterprise to play a role.
SLDC has been awarded funding through the Coastal Communities Fund to develop the business case and justification for bringing the site back into use as a valued community and economic asset for the area. SLDC intend to appoint advisers with the necessary professional experience to work with stakeholders and the Council’s officers to produce this case. The work will need to explore options, yet result in clear advice on what would be a preferred and deliverable option, which the Council and local partners can take forward within a reasonable timetable, securing the necessary consents and investment. This is about bringing a sharp focus on a solution rather than a general exploration of options.
The Coastal Communities funding is available to SLDC in 2015/16 and 2016/17. Following a selection process for advisers, we are aiming to start the work in May and intend to have the outcome of the work by October/November 2016, from which the implementation requirements will feed into the Council’s budget and work planning for 2017/18 onwards. We have a commitment to engage residents and organisations in Grange, the Town Council and local Ward Councillors with the work.

Thank you for your speedy reply to my FOI request and for supplying the copy of the January 2016 statement provided to Grange Town Council and Grange Now, but this doesn't seem to equate to the report I was enquiring about. The mention of a report was in the Minutes of the proceedings at a meeting of the Council held in the District Council Chamber, South Lakeland House, Kendal, on Thursday, 31 March 2016, at 6.30 p.m, under item C/98 COMPOSITE REPORT OF THE CABINET it states, "The Culture, Arts and Events Portfolio Holder, Councillor Chris Hogg, undertook to circulate to all Members a recent report to Cabinet on the Lido." Does your reply that there was no such a report show an error in the official record of that meeting?
