The request was refused by Department for Transport.

Dear Department for Transport,

Do you agree that..

1) A motorised conveyance is not legally defined as a vehicle
unless it is either registered as such, or is used for commercial
purposes.

2) Registration of a motorised conveyance transfers ownership of
that property to the dvla, or to some other body, and redefines the
legal status of the motorised conveyance to that of a vehicle.

3) Whilst registration of a vehicle is compulsory, registration of
a privately owned motorised conveyance of non-commercial use, is an
optional contract.

4) There exists a common law right to travel via motorised
conveyance, without licence, road tax, MOT, or insurance being
required.

5) In legal terms, 'driving' is a commercial activity, and
'travelling via privately owned motorised conveyance' is an
inalienable right.

Please respond to the above, and provide a legal definition of the
term vehicle, that does not include the word vehicle in the
definition(as that would not be a definition).
