Response to your request
While our aim is to provide information whenever possible, in this instance the Scottish Government
does not have the information you have requested. As explained in previous correspondence, the
public sector expenditure information in GERS is not held in a format which corresponds with the
economic transaction categories required to calculate GDP or gross value added in total or by industry.
Furthermore, as explained in previous correspondence, not all of the public expenditure reported in
GERS makes a direct contribution to GDP or gross value added, and not all of the components of GDP
Scottish Ministers, special advisers and the Permanent Secretary are covered by the terms of the Lobbying (Scotland) Act 2016. See

or gross value added which relate to the public sector are included in public expenditure statistics.
You will recall that the estimates for gross value added provided in previous correspondence for the
central government sector included both reserved and devolved institutions operating in Scotland,
which differs in concept from the statistics in GERS which relate to public services provided for (rather
than in) Scotland. The non-government sectors included public corporations, which are part of the
public sector but not part of the government sector. There are no breakdowns in the national accounts
statistics which identify public corporations separately from other corporations, households or non-profit
institutions service households, or which split out reserved and devolved government sectors.
This is a formal notice under section 17(1) of FOISA that the Scottish Government does not have the
information you have requested.
