Dear Highways England Company Limited,

In your response to Michelle Cadet-Rose dated 12 August 2020 you state there is no Appraisal Summary Table (AST) for the A5 Towcester Relief Road scheme as it is "being developed under different governance arrangements". Please could you tell me what these governance arrangements are, and how the value for money and environmental impacts are assessed by ministers, and on what basis this scheme's inclusion in RIS2 was decided?

Yours faithfully,

Rebecca Lush
