Please find attached the submission documents for the STEP funding of the
A580/Haydock Lane.

 

I have provided these in PDF format due to size and for Annex 4 and 6 as
they contain excel documents with commercially sensitive formulas within
so only the outputs are shared.  

 

Not included but part of the submission was

 

Annex 2 - This is a location plan provided in a Mapinfo format for the
Liverpool City Region Requirements, the information is a duplication of
the information also contained in Annex 1 attached

 

Annex 3 - Is a Bill of Quantities for the construction of the junction to
be adopted, as the rates within this document are also being used for the
costing of elements of the Florida Farm North proposed development (e.g
internal roads not adopted by the Council) we can not release it due to
commercial sensitivity as would prevent a competitive process for this
work for the private developer.    The rates were checked against Council
rates and are considered consistent.  The work was tendered under the
CHEST procurement to meet the funding requirements to ensure value for
money for the public sector.

Further to your FOI request please see below responses to your questions.

 

1. Who produced the detailed design specification for the project.

?

Design was undertaken by Bericotes appointed Transport Consultants to an
adoptable design standard to St Helens Council specifications. Bercoites
has entered into a section 278 contract with the Council before
construction on the public highway.?

 

2. Who produced the tendering document and the date that it was produced.
?

 

The tender document for construction was produced by Berciotes appointed
transport consultants. Costs were compared against Council Framework rates
and are considered to be financially consistent to its own contractors
rates.?

 

3. Please supply a copy of the tender document that was given out to
contractors who were selected to bid for the project.?

 

As per my response to your FOI 20180302-00101-1 this is commercially
sensitive and can not be released?

 

4. How many contractors submitted a bid for the contract. ?

 

St Helens Council placed the tender on behalf of the developer on the
CHEST Framework. 46 contractors reviewed the documents of which 7 number
submitted a bid. I&H Brown were successful.?

 

5. The figure submitted of the winning bid for the contract. ?

 

As per my response to your FOI 20180302-00101-1 this is commercially
sensitive and can not be released?

 

6. The date that the grant application for the junction was submitted. ?

 

The scheme submission was made on the 4th May 2016. This went into a pool
of schemes from across the Liverpool City Region (LCR) for appraisal and
was included in a combined LCR submission in December 2016 to the LCR
Combined Authority where it was approved and allocated funding.?

I am quite confused as to why you state that two of my requests can not be given due to commercial sensitivity since the bid document has been issued to 46 contractors and that the contract has now been given out and commenced several weeks ago.
Also the FOI act does not state that you can withhold information from me due to 'claimed' commercial sensitivity by a private developer undertaking future development which is completely separate from the junction concerned and is of no concern to St Helens Council.
I am just requesting to know exactly what the grant for the junction included in detail, therefore I again request a full copy of the bid document if that is the only way that I can obtain the information that I am requesting.
I also see no reason why you cannot tell me how much the junction improvement is actually costing since the contract has now been given out so I request that again.
Also therefore can you tell me how the figure in the grant application was arrived at and who obtained it.
