With regard to the new road layout on the A554 Four Bridges/Tower Road.

Please confirm that the design of the roundabout at the junction with Tower Wharf complies with DfT Traffic Signs Manual, with special regard to the lack of Give Way signs/road markings, signage to indicate New Roundabout Ahead etc.

Please provide a copy of any consultation/communication/authorisation with/from the DfT confirming the design suitability.

Please provide the report from the Tower Road Streetscape Project Independent Safety Audit Consultants, as mentioned in the Public Consultation on Draft Proposals November 2018

Further to your recent Freedom of Information enquiry, please see Wirral
Council’s response below.

 

Please confirm that the design of the roundabout at the junction with
Tower Wharf complies with DfT Traffic Signs Manual, with special regard to
the lack of Give Way signs/road markings, signage to indicate New
Roundabout Ahead etc. - The junction of Tower Road and Tower Wharf is a
‘no priority’ junction and the markings provided at the junction are for
guidance only. Therefore as it is not a roundabout, there is no
requirement for roundabout signage to be installed.

 

Please provide a copy of any consultation/communication/authorisation
with/from the DfT confirming the design suitability. - DfT were the
majority funding body for the Tower Road South Civilised Street scheme and
were supportive of the scheme principles and step change provided on this
section of road, which will ultimately result in reduced vehicle speeds
and promotion of more sustainable means of travel, including walking and
cycling.

 

Please provide the report from the Tower Road Streetscape Project
Independent Safety Audit Consultants, as mentioned in the Public
Consultation on Draft Proposals November 2018. - Please refer to the
attached document.

I am writing to request an internal review of Wirral Metropolitan Borough Council's handling of my FOI request 'A554 Tower Road New Design'.

Further to your part response, thank you.
Please accept this as my request for review of my request.

You say the ‘junction’ is not a roundabout, yet since my FoI request was submitted, signs warning of ‘new roundabout ahead’ were placed either side of the ‘junction’. Many drivers are treating the design as a roundabout by following the concentric circles within the design.

If it is, in fact, a no-priority junction, Rule 146 of the Highway Code states you should look out for unmarked (no-priority) junctions in side roads & country roads. Having a no-priority junction on a major trunk road where foreign HGV’s are common would appear to me to be an accident waiting to happen….quite the opposite of the design intention.

You have not answered my question as to whether the Department for Transport have had the design submitted for consultation or authorisation, but thank you for the superfluous comments. Please answer the question submitted.

As an aide-mémoire to Wirral Council, who appear unable to decide whether this junction is a roundabout or a no-priority junction, I have made a request to Merseyside Police for any consultation documents with regard to the new road design.

I imagine the confusion will have something to do with Covid19/Brexit etc, but if I were the Information Officer charged with putting my name to an initial response such as this I would be hopping mad.
