Thank you for your request for information about the A27 Chichester Improvement scheme dated 11th December 2015. I am dealing with it under the terms of the Freedom of Information Act 2000.
I enclose two documents explaining the briefing given to our suppliers, Mott Macdonald.
We will be launching a six week long public consultation on the A27 Chichester Bypass Improvement scheme in spring 2016, where you can see our scheme options proposals in full and get more information about the relative benefits of each one. You will be able to give your views on the options, via a survey which will be widely distributed and available online.
At the end of the six week consultation period, we will take into account views expressed via the public consultation, as well as our continued assessments into the impact on traffic, the environment and cost, and then decide on a preferred option. We will then prepare the design for the planning application.
We will publish the dates for the consultation as soon as they are finalised, and they will be posted on our website http://www.highways.gov.uk/roads/road-pr... At this stage we are unable to determine whether all 6 options will be taken forward to the Public Consultation where all views from the general public will be taken into consideration with regard to which option to take forward. The preferred option will then be made some months after the public consultation.
Please note that we do not have a preferred option yet and we will be presenting all the options at the public consultation.

Can I just confirm one point.
As you are now Highways England(HE) but the reply contains reference to Highways Agency(HA) and on teh basis that HA does not exist anymore so does the instruction issued to Mott MacDonald by HA still stand under the regime of HE?

Thank you for your question regarding Appendix D. We have a formal process to follow and a timescale to answer correspondence. For an FOI this is 20 working days so we are well within this.
The report that you refer to has been superseded by the revised options that we will be presenting at the Public Consultation. You are welcome to attend the Public Consultation and to give your views on the revised options.

The document I have requested is a document that is referenced in the brief supplied in answer to my original request. I would therefore expect it to be supplied as part of the original response as without it your original response is incomplete.
Therefore I don't expect you to consider it a new request and take a further 20 days to respond. however if this is the view you are taking I look forward to receiving it within 20 working days of the second request of 8th January.
I am not requesting a copy of the report that supersedes the one referred to as appendix D but the original one that was current when the brief was issued. I therefore look forward to receiving a copy by 5th February
