To assist you with your investigation into 'non-delivery', I asked the volunteers of the What Do They Know site, which routed the inquiry, to check what happened. I hope you can act on their reply, which they've allowed me to forward, and let us know what went wrong.

Our server received confirmation that your request was received by the
Department for Transport email server.

It appears the Department for Transport is using a service from
https://www.proofpoint.com/ to screen emails. This may be
misconfigured or not working correctly.

That the Department for Transport direct their emails via "ProofPoint"
is shown at
https://mxtoolbox.com/SuperTool.aspx?act...

The WhatDoTheyKnow server received the following from the ProofPoint
server the Department is using to receive emails, dated Jul 9
09:01:28:

"250 2.0.0 2tjk7dtqdp-1 Message accepted for delivery"

The Department working with their supplier should be able to track
what happened to the message given the ID present in that
confirmation.
