Background

Neither ESCC nor B&HCC have been able to find copies the 2005/06 Traffic Study which determined that the A259 Bus Lane from Telscombe to Rottingdean, introduced in 2008, would not delay other traffic.

In view of the considerable confusion in ESCC about Telscombe Traffic Data, ESCC having used East Peacehaven's data prior to 2011 and on some subsequent occasions when advising LDC on highways matters (e.g. the 2012 A259 Advisory Note for LDC's Local Plan and the March 2017 Highways Response for the Lower Hoddern Farm application) I am trying to locate any information that would confirm or refute the strong suspicion that the 2005/06 Bus Lane study used the wrong traffic data.

It is assumed that as part of the new Bus Lane is within Lewes District, that LDC would have been kept informed of the studies and their conclusions.

ESCC and B&HCC have also been unable to locate the survey of A259 road widths which informed that study (and also presumably informed the 2012 Advisory Note for LDC's Local Plan.)

Request for Information.

I require a copy of the 2005/06 Study informing the Councils that the Bus Lane would not adversely affect other traffic.

I also require a copy of the A259 Survey data (road widths) informing that study.

If you do not hold or are unable to locate that information, please provide copies of any correspondence, minutes of meetings or memoranda of telephone calls that kept LDC advised as to progress and outcome of the study.

If you have other relevant material communicated to you between 2005 and 2008 that clarifies whether Telscombe's traffic count data was accurate that would help.

our office on the same day.

 

I have reviewed your request and investigated whether there is any
information which can be disclosed to you.  Please find below the
information the council holds, and which I am pleased to provide to you.

 

I require a copy of the 2005/06 Study informing the Councils that the Bus
Lane would not adversely affect other traffic.

 

I also require a copy of the A259 Survey data (road widths) informing that

Lewes District Council can confirm that it does not have the study or the
survey work. Nor do we have any correspondence, minutes of meetings or
memoranda of telephone calls about the study. No staff in our Planning
Policy team were employed by the council before 2007.

 

The Lewes District Local Plan allocation for 185 dwellings east and west
of Peacehaven Sports Park (Policy PT2) requires developer contributions
towards bringing forward a package of measures to increase transport
choice on the A259 and reduce reliance on the private car. These
contributions were made through the S106 agreements associated with the
relevant planning applications and presumably helped towards the
construction of the bus lanes through Peacehaven/Telscombe.

 

Consequently, there may have been correspondence, meetings or telephone
calls about the Bus Lane study in relation to negotiating the level of
these contributions. However, we do not hold a record of this information.

 

I trust that this deals with your enquiry to your satisfaction, but if you
feel that Lewes District Council has misunderstood or not responded
appropriately to your request, you have two courses of action:

 

o You can clarify the terms of your original request to allow this to be
looked at again  (if you expand your request this will be dealt with
as a new request)

on the original request and should identify how the council’s response
failed to answer your Information Request.  Appeals must be made in
writing (or e-mail) within 40 working days of receipt of this response
