All questions relate to the A23 between the M23 (J11 Pease Pottage) & the A27 (Patchham Interchange)
1. Please could I have the most recent safety assessment report(s) of the road.
2. Could I please have all documents relating to potential schemes that could of taken place on the A23 from the past 10 years (excluding pre-2015 for Handcross-Warninglid section). Please include any scheme such as but not limited to:
Junction Layouts (both physical changes and paint changes)
Upgrading of barriers
New NMU paths
Widening
Technology (such as Variable Message Signs, Variable Speed Limits - both Mandatory & Advisory etc)
Closing of accesses
Bridges/Underpasses for NMUs
3. Could I have any records of incidents involving NMU on the A23 and associated paths & slip-roads
4. Who is responsible for keeping PRoWs clear (of vegetation etc) between the boundary fence and the carriageway (for example here https://www.google.co.uk/maps/@50.914678...)
5. How many CCTV Cameras are located on this stretch of the A23
5a. Please specify whether they are pan/zoomable
6. Do Highway England Traffic Officers typically patrol this section of the A23, if so, typically how often?

Thank you for your request for information relating to the A23 safety
assessment report(s), potential schemes over the past 10 years dated 25
May 2020. I am dealing with this under the terms of the Freedom of
Information Act 2000.
We have estimated that the cost of compiling your request will exceed
£450. Section 12 of the Act does not oblige us to comply with requests if
they exceed this limit.
However, we have calculated that we will be able to provide information on
a 5-year period within the appropriate cost. Therefore, in order to
proceed with your request please can you narrow the date range down to a
5-year period between 2014 – 2019.
Please note that if we cannot agree a revised request by 22 June 2020 I
will have to refuse your request in reliance on the section 12 exemption.

In regards to the time period searched on question 2, five years would be sufficient, if this appears to take too long (and excess costs), then could I have the past 3 years minimum with full (or near full) documentation, and the 4-5 years ago being a brief explanation (or partial documentation).
Also I didn't specify what i was wanting on question 3 (incidents involving NMUs). Could this be for the past five years as well please (although if needs to be shorter, then 2 years minimum please). Information on these incidents should include what modes of transport were involved, the conditions that surrounded those incidents (i.e. Weather, Distractions, Dangerous Driving etc), date (month/year minimum), location (either: descriptive, lat/lon or grid ref) and the severity of any injuries caused.

For question 1 I am more looking for something similar to this

Or a similar type of report that covers hazards of the road, such as where it doesn't comply with current DMRB standards if it would be constructed in its current form, or other identified design weaknesses. Not concearned about the physical condition of the road. If no such document or report exists, skip it.

Following your email of 1 June I am sorry that we need to reduce the scope of this enquiry further and this relates to question 2. We will include the full list of all the schemes between 2014-2019, however, we have established that the information in the scheme folders will be over the scope of this enquiry and some of the information is commercially sensitive.
