A21 cost of delays

National Highways Limited did not have the information requested.

Dear Highways England Company Limited,

Under the Freedom of Information Act, I would like to request information regarding the delayed A21 roadworks to the Manor Farm tunnel. Specifically, I would like to understand:

- the total additional cost incurred due to delay (direct cost, not associated business benefit or detriment)
- the proportion of additional cost to be borne by the taxpayer (as the majority funding agency of Highways England)
- the percentage increase in expenditure vs original planned budget
- the performance measures that will be impacted by the delay (corporate)
- the performance measures that will be impacted by the delay (individual)
- linkage between financial overspend and individual performance measures
- areas where those performance measures will impact

I understand that due to GDPR names will not be provided. However, outside of exec board, there should be no reason why revealing band or role area will count as identifying information and thus be rescinded.

Additionally, I understand this information is unlikely to be available until the closure of the project. Therefore, whilst I log it today, I do not expect the clock to begin on the request until the end of the closure on 24th February.
