I write to you under the Freedom of Information Act 2000 requesting info on the number of road collisions which have been recorded by Essex Police on the A120.

Would you be able to send over year-by-year data pertaining to the number of road traffic collisions recorded by Essex Police for 2013 to 2023 inclusive.

For each year, would you also be able to list the number of fatalities recorded on the road.

The Freedom of Information Act 2000 (FOIA) places two duties on public
authorities:    

   

Unless exemptions apply, the first duty (at [1]Section 1(1)(a) is to
confirm or deny whether the information specified in a request is held.   

The second duty (at [2]Section 1(1)(b) is to disclose information that
has been confirmed as being held.    

However, where exemptions are relied upon ([3]Section 17 of FOIA), there
is a requirement to provide the applicant with an explanation either:

Information Request

I write to you under the Freedom of Information Act 2000 requesting info
on the number of road collisions which have been recorded by Essex Police
on the A120.

Would you be able to send over year-by-year data pertaining to the number
of road traffic collisions recorded by Essex Police for 2013 to 2023
inclusive.

For each year, would you also be able to list the number of fatalities
recorded on the road.

Reasoning – 

 

Section 21 of the Act (Information Reasonably Accessible by Other Means)
states that information is exempt information if it is reasonably
accessible to the applicant otherwise than under Section 1 of the FOIA.  

 

Section 22 of the Act (Information Intended for Future Publication) states
that information is held with a view to its publication at some future
date.

Information regarding Road Traffic Collisions (RTCs) on the A120 between
2013 and 2023 will not be provided by virtue of the exemption [5]Section
21 Information accessible to applicant by other means as public domain RTC
data by location and time period is published elsewhere:

 

[6]TraffWeb Collision Data Map displays information on RTCs in Essex for
the years 2019 to 2024.  The information displayed is based on the
statistics gathered by the Police about road traffic collisions which
result in injuries. The results can be refined by location, date and
injury severity.

 

UK wide data for RTCs involving injuries is available via [7]CrashMap for
the years 1999 to 2022. The results can be refined by location, date and
injury severity.

 

STATS19 is a UK wide collection of all RTCs that resulted in a personal
injury and were reported to the Police within 30 days of the accident,
these statistics are compiled from returns made by Police Forces.   

 

The data is collected by the Police at the roadside or when the accident
is reported to them by a member of the public at a Police Station. The
variables and fields collected are defined by the Department for Transport
(DfT) and these have been agreed by the Standing Committee for Road
Accident Statistics (SCRAS) and the Association of Chief Police Officers
ACPO) - please see below link:

The files provide detailed road safety data about the circumstances of
personal injury road accidents in Great Britain from 1979, the types of
vehicles involved and the consequential casualties. The statistics relate
only to personal injury accidents on public roads that are reported to the
Police and subsequently recorded, using the STATS19 Accident Reporting
Form.
