Dear Enfield Council,

At the Council cabinet meeting of 10th February 2016 it was stated "Implementation is programmed to start by May 2016 and take approximately 6 months to complete. Construction will be carried out in phases and is not expected to last more than two weeks outside any premises."

Who prepared this programme and when?

Has this programme been subsequently updated? If so, can you also provide details of who revised it and when.

Yours faithfully,

Peter Johns.

Stuart Miller, Enfield Council

Dear Mr Johns,

Thank you for your enquiry containing a Freedom of Information request
about the Cycle Enfield scheme.

Request Details

At the Council cabinet meeting of 10th February 2016 it was stated
"Implementation is programmed to start by May 2016 and take approximately
6 months to complete. Construction will be carried out in phases and is
not expected to last more than two weeks outside any premises."

Who prepared this programme and when?

Has this programme been subsequently updated? If so, can you also provide
details of who revised it and when.

Response

At the time of the Cabinet Report detail design had not yet commenced (the
purpose of the report was to approve that process) so the 6 month
construction period was an estimate based on the information held at that
time.

Since that time, prior to commencement a detailed construction programme
has been developed. This programme is reviewed on a weekly basis and
responds to the challenges of working on a live network, along with the
other complexities associated with delivering a complex infrastructure
project such as the A105 scheme. The time scales estimated for future
projects will reflect the experiences of the A105 scheme.

Footway construction immediately outside entrances to individual
businesses is completed swiftly and through discussion with business
owners regarding the timing.

If you are dissatisfied with the handling of your request, you have the
right to ask for an internal review. Internal review requests should be
submitted within two months of the date of receipt of the response to your
original letter and should be addressed to:

Please remember to quote the reference number above in any future
communications.

If you are not content with the outcome of the internal review, you have
the right to apply directly to the Information Commissioner for a
decision. The Information Commissioner can be contacted at: Information
Commissioner’s Office, Wycliffe House, Water Lane, Wilmslow, Cheshire, SK9

Complaints and Access to Information Team

Dear Stuart Miller,
I have received a reply to my request but it does not give the information requested. At least you did not think that I was asking for the names of individuals. I was not. I was asking for the names of any company, authority or other corporate body responsible for preparing the programme of works.

You have failed to provide me with this information.

Yours sincerely,

Peter Johns

Dear Enfield Council,

Once again you have failed to answer specific questions. I am glad that you, this time, have not tried to misinterpret my questions as ones asking for personal names for I was not.
I was asking for the names of corporate bodies, companies, authorities etc. involved in the preparation of the cycle lane works programme and also the details of that programme.

You have failed, once again, to provide answers.

Yours faithfully,

Peter Johns

Stuart Miller, Enfield Council

Dear Mr Johns,

Thank you for your email. The organisations involved in the preparation of the programme of works are the London Borough of Enfield and its contractors Ringway Jacobs.

Yours sincerely,

Dear Stuart Miller,

Thank you for answering my questions albeit belatedly.

It is a pity that you did not see fit to act in a similar manner in respect of my previous requests.

Yours sincerely,

Peter Johns
