I am writing in response to your recent request for information dated 03 January 2012.  
You requested the following information: 
 
“Why do your postmen deliver un-addressed advertising leaflets to addresses which are 
displaying a "No Leaflet" sign on the door? 
 
I appreciate that they are obliged to deliver addressed "mail", but I see no reason why they 
have to deliver un-addressed generic advertising leaflets?” 
 
The Freedom of Information Act 2000 applies to all recorded information held by a public 
authority.  As your request does not directly relate to recorded information it is not 
considered to be a request under the terms of the Freedom of Information Act 2000.  I can 
advise however that Royal Mail delivers key information for both National and Local 
Government along with leaflets for local NHS authorities and other bodies; therefore ‘No 
Leaflet’ signs are not observed by Royal Mail delivery officers.   An official process is in 
place for householders who do not wish to receive this type of material to opt-out of our 
delivery service.   
 
Leaflet delivery is only stopped at an address if the correct process has been followed as 
we believe it is important that householders make an informed choice and are aware of the 
type of items they will no longer receive.  This is made clear to householders as part of our

opt-out process and it is part of the declaration of understanding made when confirming a 
household does not wish to receive this type of material.
