FREEDOM OF INFORMATION ACT 2000 (FOIA): INTERNAL REVIEW
CASE REFERENCE: IR-1462234 (FOI-1458018)
You originally wrote to the Department of Health and Social Care (DHSC) on 5 June 2023
requesting information relating to Test and Trace WhatsApp groups to which Matt Hancock
was a party. We responded to you on 3 July and a copy of our response, including the full
text of your request, can be found in Annex A.
You subsequently emailed DHSC on 12 July requesting an internal review into the
handling of your original request. A copy of your email can be found in Annex B.
The purpose of an internal review is to assess how your Freedom of Information (FOI)
request was handled in the first instance and to determine whether the original decision
given to you was correct. This is an independent review as I was not involved in the
original decision.
The review included repeated searches which have revealed a further two DHSC
business-related groups, detailed below. Please accept our apologies that this information
was not included in our original reply and for any inconvenience it may have caused.

After careful consideration, I have concluded that the response you received to your FOI
request was partially compliant with the requirements of the FOIA as our original reply was
incomplete.

Thank you for this and I appreciate you explaining this to me.
I would like a list of the names of all WhatsApp groups Matt Hancock was a member of
and the names of the other participants. These groups must be business related groups
and not personal. Where a title exists this must be provided.
If an entire list is not possible (irrelevant of subject matter) then please limit the request to
only those which are track and trace if it helps keep the request within the 18 hours limit.
