FREEDOM OF INFORMATION REQUEST REFERENCE NO: 165-11-594
I write in connection with your request for information received on 28th October 2011.
The Information that you have requested is
held in part by Surrey Police.
Q. Please can you release the annual amount of money you spend on each of the
following over the last 3 years:
a) Computer Forensics - Also how many units you analyse
b) Mobile Phone Forensics - Also how many units you analyse
A. Please note that we are unable to quantify the expenditure relating to Computer
Forensics, as this is not recorded separately within our accounts. We can however
provide figures relating to costs associated with obtaining mobile phone records,
which are as follows:
2008/09 - £215,929
2009/10 - £201,399
2010/11 - £233,788
The information pursuant to calculating the number of units analysed (computers /
mobile phones) is not held in an easily retrievable format. As this information is not
held centrally, it would require a manual search of all case notes etc. in order to
calculate the number of units analysed. I am not obliged to release this information,
as the time and cost involved to go through each record to provide the information
requested, is above the amount to which we are legally required to respond, i.e. the
cost of locating and retrieving the information exceeds the “appropriate level” as stated
in the Freedom of Information (Fees and Appropriate Limit) Regulations 2004.
In accordance with Section 17(5) of the Freedom of Information Act 2000 this letter
represents a Refusal Notice for this part of your request.

However, although excess cost removes Surrey Police's obligations under the
Freedom of Information Act 2000, as a gesture of goodwill, I have supplied information
held centrally (as above), relative to your request, retrieved or available before it was
realised that the fees limit would be exceeded. I trust this is helpful, but it does not
affect our legal right to rely on the fees regulations for the remainder of your request.
Surrey Police provides you the right to request a re-examination of your case under its
review procedure. How to do this is set out in the attached Appeals Notice. Having
followed the full procedure, if you are still dissatisfied, then you have the right to direct
your comments to the Information Commissioner who will give your case
consideration.
