Why does this trader require a Street Traders License for a fixed stance in a park?

I was informed that any fixed stance food trailer, needs planning permission.

Please explain how this fixed stance food trailer got permission to trade from within Rouken Glen Park, and why do the staff serving not have individual STREET TRADERS LICENSES themselves when they are dealing directly with the public?

Dear Ms Davis,

A fixed stance is better described as a single stance in this situation and requires a street traders licence if in a public place.

I emailed you on 27/8/21 to explain that the trader in the park is there having answered a tender from our Parks dept.

I do not have any information on the staff who you claim not to have licences.

You say you have no idea of the date of this Tender, but have provided an advert for 'a' tender from 2006.
Closing date for expressions of
interest: Friday 16th March 2006

Can you honestly expect me to accept that a Tender advertised in 2006 covers the arrival of a new trailer beside the Pavilion in Rouken Glen Park, which only arrived in 2021?

I am writing to request an internal review of East Renfrewshire Licensing Board's handling of my FOI request '7/ ST/062 Mitchell Taylor Rouken Glen Park Operation of Ice Cream and snack van'.

A single stance permit was recently (2020/21) awarded to a catering trailer parked beside the Pavilion in Rouken Glen Park. Brian Kilpatrick said in an email that it was because 'they had their own electricity supply' which is not a reason for them being granted a permit.

I have been sent a copy of a Tender advert from 2006 by Joe Abrami, supposedly as the Tender the trailer owner responded to in order to get this stance. Obviously that's from almost two decades ago.

I would like this matter investigated further, as it is a very lucrative stance, and I have never seen any public tenders for it.
