Dear Mike Robinson,
Thank you for your Freedom of Information (FoI) request received on 21 June. You wrote:
“In 2019 and 2020 you very kindly provided me with information regarding PIP claimants 
at 30th April 2019 with psychiatric disorders as their main disabling condition and their 
scores in the ninth daily living activity “Engaging with other people face to face” (Ref: 
FOI2019/27062 and FOI2020/23763).
In order to examine trends in this descriptor, I would be grateful if you could repeat the 
exercise in respect of PIP claimants as of 30th April 2021.
Consequently, I request:
Details of the numbers of clients on the Personal Independence Payment caseload with 
recognised psychiatric disorders who were awarded descriptors 9b, 9c or 9d as of 30th 
April 2021 plus the numbers who were not awarded a descriptor under activity area 9 
(i.e. awarded 9a). Please break this down by the numbers satisfying the individual 
descriptors (i.e. 9b, 9c and 9d separately)
Please also breakdown the information by the standard second-tier reporting criteria
i.e. Personality disorder, Specific learning disorder, Stress reactions, Anxiety disorders, 
Obsessive-compulsive disorder, Mixed anxiety and depressive disorders, Somatoform 
and dissociative disorders, Mood disorders, Psychotic disorders, Cognitive disorders, 
Eating disorders, Substance (mis)use disorders, Factitious disorder, global Learning 
disability, Autistic spectrum disorders, Hyperkinetic disorder, Conduct disorder (including 
oppositional defiant disorder), Enuresis, Faecal soiling (encopresis), Other psychiatric 
disorders of childhood)”

face to face” daily living activity for Personal Independence Payment (PIP) claims in payment
as of 30th April 2021. This data is broken down by Disability Subgroup for claimants with a 
main disability category of “Psychiatric Disorders”.

Data shows the point scores awarded by the DWP case manager fol owing the 
claimant’s most recent assessment. Point scores may be subsequently revised at 
mandatory reconsideration or appeal. Point scores may also change when a claimant 
undergoes an award review or reports a change of circumstances.

Data is based on primary disabling condition as recorded on the PIP computer 
systems. Claimants may often have multiple disabling conditions upon which the 
decision is based but only the primary condition is shown in these statistics. 

Data includes claimants who made new claims to PIP and claimants who underwent 
Disability Living Allowance (DLA) reassessment to PIP. 

Data includes normal rules and special rules for the terminal y ill claimants. 

This is unpublished data from the PIP computer system’s management information 
and has not been quality assured to National Statistics or Official Statistics publication 
standard. It should be used with caution and it may be subject to future revision. 

Figures are rounded to the nearest 10.

Data is for Great Britain.

Components may not sum to totals due to rounding. 

Totals may differ to those published on Stat-Xplore (https://stat-xplore.dwp.gov.uk/) due to 
methodological differences. Notably, the Stat-Xplore data report the primary disability 
of the claimant as original y recorded for them on the PIP system, whereas here we 
have used the most recent primary disability information for each person, which could 
be different. We expect that future PIP statistics publications will be modified to use 
the latest disability information in line with the methodology used here (see 
https://www.gov.uk/government/statistics/personal-independence-payment-statistics-to-april-2021 for 
more details)

A: Can engage with other people unaided. (0 points) 
B: Needs prompting to be able to engage with other people. (2 points) 
C: Needs social support to be able to engage with other people. (4 points) 
D: Cannot engage with other people due to such engagement causing either: 
(i) overwhelming psychological distress to the claimant; or 
(ii) the claimant to exhibit behaviour which would result in a substantial risk of harm 
to the claimant or another person. (8 points)
