Dear Mr Newmoore,
Thank you for your email of 29 May 2021 requesting the following information:
“Please provide a breakdown of government financial contributions to the UK cadet
forces.
I would like figures for 2018 and 2019 for each cadet force (ACF, SCC, ATC and
CCF) in the following key areas
Total cost excluding building maintenance Cost of providing uniforms Cost of
providing consumables such as stationary, stamps printer ink, ammunition Cost of
training materials such as books, projectors, maps, compasses, rifles.
Cost of volunteer staff training, total and per trainee Transport costs Marketing and
publicity Full time staff wages, pensions and benefits Volunteer staff wages, pensions
and benefits Cost of compensation following complaints Income from corporate
sponsorship/ external donations(not find raising)”
I am treating your correspondence as a request for information under the Freedom of
Information Act 2000 (FOIA). I can confirm information in scope of your request is held by
the Ministry of Defence (MOD).
I must advise that your request falls entirely within the scope of the exemption provided for
at Section 12 of the FOIA. Section 12 makes provision for public authorities to refuse
requests for information where the cost of dealing with them would exceed the appropriate
limit. The appropriate limit is specified in the Freedom of Information (Appropriate Limit
and Fees) Regulations 2004, and for central government is set at £600. This represents
the estimated cost of one person spending 3.5 working days in determining whether the
Department holds the information, and locating, retrieving, and extracting it.
Under Section 16 of the Act (Advice and Assistance) you may find it helpful to note the
MOD does not centrally allocate funding to Cadet forces, but instead funds are
disaggregated to the single Services through the annual budget process. The single
Services do not hold discrete cadet budgets and the cost of delivering and supporting
cadet activity falls across a wide spread of different business areas, agencies and
organisations.
The Institute for Social Innovation and Impact at the University of Northampton has
completed a 4-year research project into the social impact and return on investment from
expenditure on the MOD-sponsored Cadet Forces. The final report is at:
https://www.northampton.ac.uk/wp-content/uploads/2017/10/social-impact-cadet-forces-
uk-2020.pdf The report highlights the large and positive return on investment from the use
of taxpayer's money on the cadet forces.
If you are not satisfied with this response or you wish to complain about any aspect of the
handling of your request, then you should contact us in the first instance at the address
above. If informal resolution is not possible and you are still dissatisfied then you may
apply for an independent internal review by contacting the Information Rights Compliance
team, Ground Floor, MOD Main Building, Whitehall, SW1A 2HB (e-mail
CIO-FOI-
xx@xxx.xxx.xx). Please note that any request for an internal review must be made within
40 working days of the date on which the attempt to reach informal resolution has come to
an end.
If you remain dissatisfied following an internal review, you may take your complaint to the
Information Commissioner under the provisions of Section 50 of the Freedom of
Information Act. Please note that the Information Commissioner will not normally
investigate your case until the MOD internal review process has been completed. Further
details of the role and powers of the Information Commissioner can be found on the
Commissioner's website
