75- and 90-minute Travel Limit to Quadrant:MK - Follow-Up Request.

Dear Network Rail Limited,

Thank you for your reply to my FOI request under your reference FOI2017/00967. I note your refusal under the time limit rule. I would like to reformulate my request so as to make it quicker for you to provide the relevant information.

Network Rail has a policy that it is a requirement for roles based at The
Quadrant Milton Keynes to live within 75 or 90 minutes commuting time of that
location.
 
Please could you provide the postcode for the address of each employee whose role is based at The Quadrant Milton Keynes? Please could you provide the job band for each postcode - i.e. EGU, Band 1, Band 2, Band 3, etc.

It is suggested that the postcodes should be suitably truncated to protect the identity of individuals by removing the last 3 digits.

Please could you also provide a copy of the policy document (or documents) in which the 75/90 minute travel time policy is stated and described for existing and new roles?

You requested that I get in touch if I had any queries.

I propose that my request is both in the public interest (for the reasons you stated) and that no personal data would be disclosed.

The Data Protection Directive, dating from 1995, says
that the principles of data protection shall not apply to data rendered anonymous in such a way that the data subject is no longer identifiable.

The reason that no personal data would be disclosed is because my request was for the postcodes to be truncated to the postal district only - i.e. the four 'outbound digits'. 'Blurring' the postcode in this way means that it covers a large geospatial area with approximately 8600 residents to whom the information could refer.

Note that information is typically deemed to be fully anonymised if there are at least 3-5 individuals to whom the information could refer. This is the basis used in the publication of academic studies which have to comply with the Data Protection Act 1998.

The requested postal district therefore represents a highly anonymised version of the postcode.

This is better explained in a guide produced by the Information Commissioner's Office which provides helpful information regarding the anonymisation for the purpose of Freedom of Information requests entitled:

In addition, as you may know, some of the Network Rail job bands have sub-divisions (for example, Band 4 roles may be band 4A, 4B or 4C). Please can you confirm whether you wanted to receive information on the postcodes of employees by each sub-division in the relevant bands.
