I have also had a query about fire risk from the process and storage - stemming I think from the "German Pellet" fire
at a woodchip processing facility in the US.  Any clarification about the quantity and  length of time that pellets
would be stored on site and whether they er would be fire detection/ suppression equipment etc. would be
welcomed.
I am also dealing with an FOI request when I get back from leave after Easter

It also concerns, fundamentally, the amount of product per annum that the development intends to
manufacture/produce, and the amount of  recycled or otherwise waste material that this development intends to
receive annually to supply the product line.
It is simpler to begin with the end product that this planning application states is going to be
manufactured/produced.
The applicant states in a variety of documents submitted that this will be 400,000 tonnes per annum.
The applicant also states that approx it expects that around 20% of the material that will supply this process will
need to be rejected (stones and metal etc), as it is not suitable for the manufacture of the pelleted fuel. This would
take the total amount of supply material to the plant to approximately 480,000 tonnes.
This would take the total annual amount of material handled by WKE’s development to approximately 880,000
tonnes per annum.

In order to put this figure into perspective, it is best translated into HGV movements in and out of the proposed
development.  To work this out, I have used 40 tonnes as the maximum amount of material each HGV would
transport. In reality, this is generous because other smaller capacity HGVs could possibly be used which would
increase the amount of vehicle journeys.
Therefore, my calculation is simple;  880,000 / 40  = 22,000 HGV movements per annum.
Question 1:  Could you confirm that this figure, and it’s conclusion, is accurate and correct given the data that the
applicant and/or its agent(s) have supplied?
Question 2:  Can the correct assumption be drawn that the 22,000 HGV vehicle movements represent the total
delivered to and from the proposed development from the wider site that is owned now by NWR Ltd and formerly
known as Kingmoor? (Rockcliffe) Industrial Estate.
Question 3:   Can it be agreed that the 400,000 tonnes per annum of manufactured pellet material,  (10,000 HGVs
per annum) will be exported direct from the proposed development and then direct from the Kingmoor (Rockcliffe)
Industrial estate by the same HGVs onto the “C” classified highways.
Question 4:  Excluding the the data given by the applicant and the applicants agent(s) and the figures I have
calculated as above from this information, I understand that the total figure representing the permitted amount of
waste to and from the Kingmoor (Rockcliffe) site by the present operator is 150,000 tonnes (75,000 in and 75,000
out)?  If this is not the correct present set permitted figure, what is the present total figure allowed?
Question 5.  The Highways and Cumbria CC planning have set a present limit of HGV movements to and from the
Kingmoor (Rockcliffe) site. What is it?
