Dear Ms Hutton,

Freedom of Information Request Reference FOI-1311734

Thank you for your request dated 4 March, in which you asked the Department of Health and
Social Care (DHSC):

“1. Any application you made in 2019 or 2020 to be a “Stonewall Diversity Champion” or to be
included on Stonewall’s “Workplace Equality Index,” including any attachments or appendices to
those applications. Please redact personal details if necessary.

2. Any feedback you received in 2019 or 2020 from Stonewall in relation to either application or
programme.

3. Any other communication you have received from Stonewall in 2019 or 2020 unless privileged or
otherwise exempt from disclosure (but if you claim privilege or exemption in relation to any
material, please say in broad terms what the material is and the basis on which you claim to be
entitled to withhold it).

4. Full details of any equality impact assessment you carried out connected with any of these
applications (including any equality impact assessment carried out prior to an earlier application of
the same kind, if no further assessment was done).

5. Details of the total amount of money you paid to Stonewall (i) in 2019; (ii) in 2020, whether or not
as payment for goods or services.

6. Whether you intend to continue your membership of any Stonewall scheme in the future, and if
so which.”

Your request has been handled under the Freedom of Information Act (FOIA).

1. Any application you made in 2019 or 2020 to be a “Stonewall Diversity Champion” or to
be included on Stonewall’s “Workplace Equality Index,” including any attachments or
appendices to those applications. Please redact personal details if necessary.

DHSC does not hold information relevant to your request.

DHSC did not submit an application to Stonewall’s Workplace Equality Index in 2019 or 2020.
While we did renew our Stonewall Diversity Champion membership in 2019 and 2020, we were not
required to provide new applications to Stonewall for these renewals.

2. Any feedback you received in 2019 or 2020 from Stonewall in relation to either application
or programme.

DHSC does not hold information relevant to your request.

As we did not submit a Workplace Equality Index application in 2019 or 2020, we do not have any
feedback for this. Furthermore, we did not receive any feedback from Stonewall for the Diversity
Champion membership renewals.

3. Any other communication you have received from Stonewall in 2019 or 2020 unless
privileged or otherwise exempt from disclosure (but if you claim privilege or exemption in
relation to any material, please say in broad terms what the material is and the basis on
which you claim to be entitled to withhold it).

DHSC holds information relevant to your request. Please see the attached folders named Annex A
and Annex B for more details.

Please note that aspects of the email correspondence have been redacted under the following
exemptions:

•  Section 40(2) (personally identifiable information);
•  Section 41(1) (information provided in confidence);
•  Section 43(2) (commercial interests).

Furthermore, some email attachments have been withheld entirely under Section 41 and 43.

Section 43 is a qualified exemption and, as such, we are required to assess as objectively as
possible the public interest in withholding this information against that of its release. We recognise
the strong public interest in Stonewall and the Government’s interactions with it.

However, we also consider the fact that this information is commercially sensitive. Release of this
information would likely prejudice or adversely affect Stonewall’s ability to trade. Therefore, we
consider that the public interest in withholding this information outweighs that in its release.

4. Full details of any equality impact assessment you carried out connected with any of
these applications (including any equality impact assessment carried out prior to an earlier
application of the same kind, if no further assessment was done).

DHSC does not hold information relevant to your request.

We did not locate any equality impact assessment in relation to a Workplace Equality Index
submission or a Stonewall Diversity Champion renewal.

5. Details of the total amount of money you paid to Stonewall (i) in 2019; (ii) in 2020, whether
or not as payment for goods or services.

DHSC holds information relevant to your request.

The total amount of money DHSC has paid Stonewall is as follows:

i.
In 2019, we paid £3000 to Stonewall to renew our Stonewall Diversity Champion
membership.
ii.
In 2020, we paid £3000 to Stonewall to renew our Stonewall Diversity Champion
membership. In addition to this, we paid £1000 to Stonewall for one of their
representatives to deliver an event for our staff on trans access to healthcare.

6. Whether you intend to continue your membership of any Stonewall scheme in the future,
and if so which.

DHSC does not hold information relevant to your request. No decisions have been made regarding
continuation of DHSC’s Stonewall scheme membership.

If you are not satisfied with the handling of your request, you have the right to appeal by asking for
an internal review. This should be submitted within two months of the date of this letter and sent to
xxxxxxxxxxxxxxxxxxxx@xxxx.xxx.xx, or to the address at the top of this letter.

Please remember to quote the reference number above in any future communication.

If you are not content with the outcome of your internal review, you may complain directly to the

raise your concerns with the ICO within three months of your last meaningful contact with us.
