I am writing in response to your request, made under the Freedom of
Information Act 2000, in your email of 2 March. Your full request is attached.
I consider that your request engages Section 14 (1) of the Act as it would place
a disproportionate burden on this office’s resources.
The Information Commissioner has issued guidance on Section 14 and set out
further considerations that the Commissioner has said may be relevant where:
the requester has asked for a substantial volume of information; and the
authority has real concerns about potentially exempt information being
contained within the requested information; and any potentially exemption
information cannot easily be isolated because it is scattered throughout the
requested material. This guidance is available at:

vexatious-requests.pdf The scope of your request encompasses all minutes, agenda and briefing notes
for meetings attended by the Prime Minister from August and September 2020.
Your request also extends to other materials from the aforementioned meetings
such as presentation slides, brochures, reports and leaflets. You have not
identified any specific subject matter of interest which would narrow the
searches of our official records.
In order to comply with your request, it would be necessary to examine every
document from the specified timeframe to discover what information could be
disclosed to you, or what might be covered by an exemption.

Given the sensitive nature of the Prime Minister’s diary, it is highly likely that
the documents and records of the meetings attended will engage one or more of
the exemptions set out in the Act.
In this instance, having carefully considered this portion of your request in light
of the Information Commissioner’s guidance and considerations, I am of the
view that Section 14 is engaged and we will not be processing this further.
