Thanks for your email. Can I just clarify if you are expecting the review to be delivered on the week of 25th 
January? 
As you wil  see in my email we usual y ask for a 3 month lead in time to get the review team and al ow the 
interview schedule to be put together, the earliest I would suggest that we could deliver something would 
be late February/early March. Would that be ok? 
As soon as we can agree the date I’l  start the process of recruiting the team.

I hope you are wel . thanks for the meeting last week and thanks for your candour, it was great to start to 
get a picture of the authority and the focus of the review. 
  
As promised I have attached a copy of an example of an interview schedule for a remotely delivered 
planning peer review. Please appreciate that this is an example taken from a review of a unitary council 
planning service. I’d suggest that you try and think about who wil  need to be seen in relation to your 
service and the focus of the review and add them to the necessary schedule; as we discussed we try 
structure it with senior management and political leaders at the start of the first day, move into the service, 
and on the second day move in to internal and external partners and users, etc. This is just a guide and is 
usual y dependent on individuals availability.  
  
I’ve taken a look at the scope and think that this should be fine to cover within the review. I’ve attached it 
back to you. 
There would need to be a few documents that you would need to provide to the review team as 
background material eg the local plan, the council’s constitution, etc, one of which would be produced is a 
short position statement to introduce the authority, the service and the specific issue and give the 
background for the review team. We can discuss the list of required material in the set up to the review. 
  
As discussed, a “normal” planning review last 3 days (see example schedule), with a team of 4; a review 
manager, two planning officers and a council or peer. The peers wil  al  have relevant background to focus 
of the review and the host authority.

The first thing that needs to be decided is the date of the review. Once I know that, we wil  arrange for the 
team to be put together and you work on putting the interview schedule together. We wil  usual y ask for at 
least a 3 month lead in period from the agreement of the date to being on site. 
  
The reviews cost between £12k-£10k depending on the number of days and the number of members on 
the team we need for the review. We only charge for the time involved and I’l  be able to confirm this as 
soon as we know the team and timetable.  
  
If you have any questions or would like any clarity on anything please do not hesitate to drop me a line and 
I’l  wait to hear from you with a proposed date for the review.

Sorry for the delay in getting back to you.  Thanks for your time and for sending through the supplementary 
information regarding the Planning issues in Cumbria and the potential support that the LGA could offer.  I 
met with my col eague 
(cc’d) who is the Principal Consultant for our Planning Advisory 
Service.  We talked through a couple of options that may be a good fit for yourselves, and I’ve tried to set 
out more information below: 
  
The first, builds on the conversation that we had last week and is a ful  Peer Review of your planning 
service involving a smal  number of peers from across the sector.  Given the complications of COVID, we 
have begun to introduce some of these chal enges remotely.  Ful  information on this approach is available 
online.  However, it should be noted that there is approximately a three-month lead in time for this work to 
make sure that it is appropriately tailored to the council.  
  
The alternative approach would be for us to use one of our associates to offer a couple of days support to 
the council.  This would be much lighter touch than a peer review, and would likely involve one officer / 
expert spending some time with your col eagues.  This would be something that we could arrange at less 
notice and would be happy to incorporate key aspects of your scope into their brief as much as possible.  
  
It may be worth us arranging a short meeting across the three of us to discuss next steps.  Myself and 
can make the morning of Tuesday 3 November, or the afternoon (post 15.00) of Wednesday 4 
November if it would be helpful to discuss both options with you and your col eagues?
