Proportionate Investigation & Community Resolutions:
The Role of the LPU Lead
As of 6th April 2010, the responsibility for maintaining the effective use of Proportionate
Investigation & Community Resolutions falls within the Local Policing CI's portfolio as he/she
holds responsibility for Citizen Focus.
Key features of the role.
• Encourage a positive atmosphere around the process on LPU, ensuring that there is
visible support from leadership teams.
• Ensure relevant LPU policies are compatible with the principles of the process (e.g.
crime recording).
• Engage with the LPU Crime Manager and Operations CI to ensure that the process is
properly quality controlled, paying particular attention to any Excluded Offences dealt
with as special cases (requires an Inspector’s authorisation).
• Be available to offer local guidance to officers and staff, particularly front line
supervisors.
• Act as local SPOC for relevant partners / stakeholders (e.g. Courts, CPS etc).
• Maintain an oversight of any complaints or QOS issues raised in relation to the process,
ensuring that they are dealt with corporately and that officers who make decisions within
the framework are supported.
• Engage with the LPU Communications and Reassurance Officer to promote best
practice and good examples of Community Resolutions in the media.
Useful documentation and tools:
• Guidance booklet
• Part One Order
• Discoverer search for Community Resolutions by OCU / date
• Discoverer search for any partner-on-partner domestic offence (DA POP marker)
The above documents, a database of good examples, plus extensive reference material and
information can be found on the intranet site.
The former OCU SPOCs will also be an invaluable source of information to you. Their contact
details are available via the intranet site.
