Other roads affected (name and number): Sandpit Road (D1270), Church Road (D1269), Fountain
Road (D1269), Somerset Rd (D1250), Clarence Road (D1250) and Willow Road. This is a list of some
of the roads that will likely need to be included in the restriction because they are all side roads off
of Pendleton Road, this is not an exhaustive list. Other roads that wil likely be effected are those
that may experience increased use of HGVs as HGV drivers try to use alternative routes (such as
Blackborough Road and Three Arch junction).
Level of works: Study to assess the feasibility of installing an enforceable environmental weight
restriction in Pendleton Road, Redhill. This study will need to look at what roads will need to be
included within the environmental restriction and to look at what the impact will be on other roads
as a result of this restriction. Consideration will need to be given to what alternative routes HGVs will
likely take in order to get to/from the A23 and A217, and the impact that this wil have on junctions
such as the Three Arch junction and High Street, Reigate.
Site details and existing problems: Pendleton Road, Redhill is well used by HGVs in order to travel to
and from the A23/A217. HGV drivers travelling from the A25 at Redhill tend to travel south along the
A23, turn right on to Pendleton Road, then turn right on to Woodhatch Road before turning left at
the Woodhatch crossroads junction on to the A217. This is then reversed for HGV drivers travelling
north on the A217 to get to the A23. This is the preferred route by HGV drivers wishing to avoid
having to travel along the A25 through Redhill and Reigate. It is also a quicker route in order to avoid
the one-way system around Reigate town centre and the congestion here, as well as the heavily
congested 3 Arch Junction on the A23 which provides access to East Surrey Hospital.
Objectives: To assess the feasibility of installing an enforceable environmental weight restriction on
Pendleton Road, with plans produced showing the extent of the restriction and where signs would
have to be instal ed and a cost estimate for the detailed designs and construction of such a
restriction. To assess likely alternative routes that would be taken by HGVs if the environmental
weight restriction was to be installed and the impact that this would have on other roads/junctions
in the area, this could be presented in map form. Plans produced showing these alternative routes
and the existing Pendleton Road route, showing “pinch points” congestion hot spots and AQMA’a.
Plans to also show landuses that HGVs will have to travel past on these alternative routes, (as well as
what they currently pass on Pendleton Road) such as schools and hospitals. An assessment of
personal injury collisions on Pendleton Road identifying those that have involved HGVs, as well as a
similar assessment on the alternative routes.
Description of anticipated design: A feasibility study showing possible options for a workable
environmental weight restriction on Pendleton Road. The options should show where any signs need
to be installed and a cost estimate of the works. The feasibility study should describe the likely
impact of any weight restriction in Pendleton Road, including possible alternative routes that HGV
drivers may take to avoid Redhill and Reigate town centres.
Road Safety Audit requirements: The design should have at least a completed stage one safety audit
by the end of this financial year (2020/21).
Committee work: 2020/21 funding
for a feasibility study for a weight restriction on
Pendleton Road and a study of potential impact of such a restriction on other roads, was approved
by the Reigate & Banstead Local Committee in December 2019. Once the feasibility study and stage
1 audited design, showing the proposed options for a weight restriction on Pendleton Road is
complete, the South East Area team will forward the feasibility study to the local member, chair and
vice-chair of the Reigate & Banstead local committee for comment.
Consultation or exhibition required: Once the feasibility study and design is complete and
agreement is reached by the Reigate & Banstead Local Committee to install the weight restriction,
the South East Area Team will carry out the necessary consultation.
