We would be grateful if you could help in answering our request for information for the following
questions; answering for A-F on questions 1-8:
a) Photocopiers/MFDs (Multi-Functional Devise)
b) Printers
c) Print room / reprographic
d) Desktops

1. Please name all the IT resellers that you have contacts with and buy from?
Konica Minolta for photocopiers/MFD’s and SCC for desktops, laptops
and displays
2. What is the length of the contracts, more specifically their end date, with the named IT
resellers in question 1?
Konica Minolta June 23 – SCC, no contract
3. What year and month is the next hardware refresh due?
Will start 2023
4. Please name the number of devices deployed by Council?
Approx 2459 devices & 102 MFD’s
5. In reply to question 4, which department/facility are those located?

6. Please name the brand and model of the devices mentioned and the spend for each
product.

We can confirm that the Council holds some or all of the information
concerning the spend by Walsall MBC for each one of the
products listed above.
However, section 12 of the Freedom of Information Act 2000 (“the
Act”) provides public authorities with an exemption from providing the
information where the estimated cost of compliance with the request
exceeds the appropriate limit.
Any estimate must be made in accordance with the limits set in the
Fees Regulations made under Section 12(5) of the Act. These Fees
Regulations (SI2004/3244 Freedom of Information and Data Protection
[Appropriate Limit and Fees] Regulation) allow for a refusal where the
cost of compliance, for local authorities such as the Council would
exceed £450 (equivalent to 18 hours of work). In estimating the cost of
complying with a request for information, an authority can only take into
account any reasonable costs incurred in:
(a) Determining whether it holds the information
(b) Locating the information, or a document which may contain the
information
(c) Retrieving the information, or a document which may contain the
information, and
(d) Extracting the information from a document containing it.
For the purposes of the estimate the costs of performing these
activities should be estimated at a rate of £25 per hour.
The reason for believing that the appropriate limit would be exceeded
is because the spend data requested is not held using a separate
subjective code i.e. it is not held as a distinct set of data able to be
retrieved or reported on. Therefore a manual trawl would be required
through all the relevant spend data, in order to determine the spend for
each product, which would clearly exceed the prescribed 18 hours as
specified within the time limit regulations as detailed above.
Accordingly, a response to the second part of Q.6 of your request is
subject to an exemption under s.12 of the Freedom of Information Act
2000 and thus a response to this part of your request is refused.
