I can confirm that the information requested is held by Central Bedfordshire Council. I have 
detailed below the information that is being released to you. 
In FY 2018/19 the council paid OLM £104k
In FY 2019/20 the council paid OLM £409k 

Q1.
What was the 2018/19 payment for?
A1.
In 2018/19 spend was £307,747. This covers Managed Security Services, the Adult 
social care application, Swift, and PSN compliance project work
Q2.
What was the 2019/20 payment for?
A2.
In 2019/20 spend was £503,509. This covers Managed Security Services, the Adult 
social care application and hosting, Swift, and Cyber Essentials Certification.
Q3.
Why did the payment increase almost fourfold in 2019/20?
A3.
The figures above have been obtained using Supplier ID 131948, a column on the 
published data reports however the Supplier Name appears as ‘OLM SYSTEMS LTD 
T/A HYTEC INFO’ or ‘HYTEC INFO’. There is a further discrepancy between the 
amounts due to a duplication error on the published data report, which is currently 
being rectified. 
Answers to Q1 & Q2 exclude these duplicates. 
The differences between the amounts to Q1 & Q2 are due to the hosting cost for Swift, 
implemented in 19/20 and pre-payments for 20/21.
