Scoping 2017 Kingmoor Park
Network Rail would comment:
1. A generator exhaust report is to be accepted by Network Rail Fire Safety Engineer to assess possibility of any
flammable emissions extending over the site fencing towards the electrification apparatus.
As the site is located close to the existing operational railway currently being electrified with 25KV OHL we wil require
assurance that the proposed Hyde power generation site wil not adversely affect railway operations.
It is Network Rail’s understanding that it is not usual for normal genset operation to result in explosive gases being
emitted, however potential y during the fol owing scenarios there is potential for an explosive mixture to be emitted:
a. Fol owing an emergency shutdown of the genset.
b. Upon start-up of the genset following an emergency shutdown.
c. During normal start-up of the genset if combustion is not initiated.
Once the flammable mixture enters the atmosphere it wil start to be diluted. Some form of dispersion model ing would
be required to determine the extent of the hazardous zone.
(2)
The proposed changes wil result in 102 movements per day to and from the plant. The applicant is to assess the
impacts of the proposed route to and from site to determine if any Network Rail structures could be impacted by
bridge strike and to fund mitigation measures.
