Dear Mr van Lerven
Thank you for your 3 emails dated 23 August (sent at 09.40, 09.41 and 09.41) in which you ask for access
to the following under the Freedom of Information Act 2000 (‘FoI Act’):
‘I would like to better understand operations of the TFS. The bank publishes - "quarterly certified
net lending flows to UK households, PNFCs and NBCPs (£mn)". Is it possible to break this to
know exactly how much net lending flows is going to each category respectively - i.e. net lending
flows to just PNFCs?’
We are unclear from your request whether you are requesting Term Funding Scheme (‘TFS’) or Term
Funding Scheme with additional funding for SMEs (‘TFSME’) data or the time period you are interested in.
However, in contrast to the position for other public authorities, Parts I to V of the FoI Act (including the
general right of access under section 1) do not apply to information which the Bank of England (the ‘Bank’)
holds for the purpose ‘
of its functions with respect to… (a) monetary policy’ (see section 7 and the Bank’s
entry in Schedule 1, Part VI FoI Act)’. Insofar as the Bank holds information in which you are interested, it
would be covered by this exclusion.
You may be interested to know that the Bank publishes TFS and TFSME data quarterly at an aggregated
level and this is available on our website at:

data In addition, TFSME net lending data for several of the participants for Q1 2020 (January-March) and Q2
2020 (April-June) will be published on 10 September.
