SPECIFICATION AND PRE-CONSTRUCTION INFORMATION

Nature of Project
1.1
Name of Client
The client is the Peak District National Park Authority and the Project Officer is the Authority’s
South West Peak Landscape Partnership Scheme Manager, the Project Officer’s deputy is United
Utilities’ Catchment Controller.
1.2
Location
The area of work comprises the re-surfacing of a 1343 linear metre length of the concessionary
Fernilee Reservoir Trail (dismantled railway) extending between the base of the incline at the
southern end of the reservoir (Grid Ref SK 01606 76010) to the junction with the unclassified road
near the northern end of the reservoir (Grid Ref SK 01457 77390). This is to comprise 1343 lin. m
of naturally excavated material.
The location of the works is shown on the attached plan (Ref 18_001_FRT).
The extent of the works are shown on the attached plan (Ref 19_002_FRT).
The Grid Reference of the contractor’s base at Fernilee is SK 01450 77400, accessed via Fernilee
village. The nearest postcode to the site is SK23 7HB.
Requirements for any secondary storage of materials to be agreed with United Utilities site
representative.
1.3
Description of Works (the work is construction work under the CDM regs).
The work involves:
clearance of vegetation, as required, along the sides of the trail;
re-grading of the existing trail surface; and
re-surfacing of a 3.0m width of the trail route with naturally excavated material;
replacing access barriers with wheelchair accessible kissing gates;
providing suitably surfaced access to existing and newly installed benches;
making good any storage areas on completion of the works.
1.4
Timescale for completion.
Work is to be commenced on or after Tuesday, 12th March 2019 and completed by Friday 12th
April 2019.
2.
The Existing Environment
2.1 Surrounding land uses.
Drinking water reservoir, moorland grazing, woodland.
2.1
Existing Services.
High or intermediate pressure (above 2 bar) gas pipelines and associated equipment runs
alongside the trail - the contractor should determine the exact location of services prior to starting
work on site, and abide by the requirements of Cadent and their guidance documents (which will
be provided).
3.
The Design
3.1
Significant hazards.
Currently a c.3.0m wide surfaced walking and horse-riding trail, the route is a former railway. There
are verges on each side of the trail and a drinking water reservoir to the west of the trail.
The route passes through wooded areas so there will be some overhanging trees, although many
have been cut back in preparation for the works; and also potentially remnants of former railway
infrastructure.
The public will be advised that the Trail will be closed for the duration of the works, however, as
this is a concessionary route and not a public right of way, closure cannot be legally enforced. Any
temporary closure of the Trail is to be for the shortest possible period and are to be fully
advertised, with prior consultation of the Employer.
Suitable warning signs shall be displayed at all times during the works (at either end of the closed
trail) and where required, barriers utilised to restrict access where there may be risk to the public.
Information signs will also need to be displayed to inform the public regarding the nature and need
for the works.
Access to the work sites will generally be via the Trail itself. Vehicle movements should be
minimised as far as is possible and vehicle speed minimised to both maintain a safe environment
for users but also minimise damage to the Trail surface which is not designed for large amounts of
vehicle access. Vehicle speeds should be restricted to no more than 5 mph for all vehicles and
banksmen must be used if vehicles are reversing.
Use of machinery, construction operations and deliveries of materials is an additional hazard and
safe working practices using trained operatives with appropriate PPE should be used at all times.
Deliveries to site should be controlled to minimise potential conflict with the public, including use of
banksmen and appropriate signage.
A further potential hazard is fuel and oil for site plant and equipment, which must be stored in
closed containers and safeguarded at all times. Adequate spill kits are to be maintained on site
with access to an emergency bowser of adequate size for the largest capacity fuel/oil tank in case
any piece of machinery has to be drained down in the event of a fuel or oil leak. An approved
emergency protocol will be provided to the successful contractor by United Utilities in the case of a
fuel/oil leak. Any refuelling of machinery is to take place at a pre-determined site to be agreed with
the Catchment Controller, not on the side of the reservoir. No fuel to be stored on Site without
prior agreement with United Utilities. An ‘access plan’ at Fernilee reservoir needs to be agreed in
advance of commencing work, to ensure that all Health & Safety risks are catered for.
The above are all factors that should be considered in the construction phase Health & Safety plan
and in pricing the tender.
3.2
Programme of works.
Prior to surfacing operations, the clearance and grading needs to be carried out, as directed by the
site staff.
Following that, a 100m section of the Trail is to be completed and approved, including surfacing
with self-binding gravel using naturally excavated material appropriate to the location, to provide a
standard of material and workmanship as a benchmark for the remainder of the works.
A 1343m section of Trail is to be resurfaced (phase 1) followed by a 297.5m section of unclassified
road (phase 2). Note that phase 2 is not part of this Invitation to Tender.
4.
Construction Materials
Self-binding gravel surfacing using naturally excavated materials appropriate to this site, preferably
12mm down to dust which must be compacted to form a resistant and durable surface.
The construction is a surface course (c.50mm deep) on top of a compacted sub base appropriate
for pedestrian, wheelchair, occasional horse rider and occasional vehicle use.

The contractor is to determine the working method / sequencing which is to be included in the
Construction Stage Health & Safety Plan.
Any construction or quantification issues are to be brought to the attention of the Project Officer
prior to commencement of construction operations.
5.1
Positioning of access and egress points.
Vehicular access to the site is from Fernilee village to the north and from Errwood Reservoir to the
south.
Both of these areas must be fully restored (including proper compaction) on completion of the
works.
5.2
Location of temporary site accommodation.
As above, within a demarcated area.
Note that no public toilets are available at Fernilee Reservoir, so the tenderer should allow for the
provision of appropriate welfare facilities.
5.3
Location of unloading and storage areas.
Areas on site will be demarcated by the Catchment Controller as the materials storage compound.
No fuel is to be stored on Site without prior agreement with United Utilities. Areas must be fully
restored (including proper compaction) on completion of the works. There are no opportunities for
vehicles and plant to turn at other points along the Trail.
5.4
Traffic/pedestrian routes.
It is proposed to close the trail for the duration of works to the trail section (phase 1) to prevent
access by pedestrians, cyclists and horse riders, but it is possible that public access may be
encountered on the Trail during the Contract as this is a concessionary route. Any temporary
closure of the route will be fully advertised and if possible should be only for the duration of
working hours i.e. if the contractors are not working at weekends the route should be made
available for use if it is safe to do so. The unclassified road will remain open during phase 1 of the
works. The contractor is to determine methods of safe working within the Construction Phase
Health & Safety Plan.
Access to and from the approach road to the trail will need to be agreed and then demarcated, in
order to minimise any significant obstruction, disruption or Health & Safety issues to visitors.
Access will be controlled by use of appropriate signage and demarcation, usually agreed with the
United Utilities site manager.
5.5
Emergency Arrangements.
Assume mobile phones do operate in the area of the works and there are few properties close to
the Trail.
First Aid equipment must be carried in or accessible to all vehicles and plant used at all times and
a trained first aider should be present on site at all times.
Access for emergency vehicles must be provided, if and when required.
These issues should be addressed in the Construction Phase Health & Safety Plan.
6.
Site Rules
Read, understand and carry out all clauses of Part 1 of the General Specification Clauses 1-0.
Conform to Road and Streetworks Act. Conform to Construction, Design and Management

Contractors' vehicles and plant entering/leaving work areas/site compound must:

use hazard warning lights

observe a speed limit of 5mph

not reverse without a banksman

display warning signs at each access point to the Trail, whenever there is a possibility of
works or regular passage of vehicles or plant in that particular vicinity

take particular care when operating close to public roads and car parks.
7.
Continuing Liaison
Any variation to the agreed work programme or unforeseen circumstances must immediately be
discussed with the Project Officer, who must also be informed about the sequence of works
proposed for each working week in the contractor’s programme (which must be submitted prior to
the commencement of works on site).
8.
Drawings
Any measurements not included in this document or written on the drawing(s), or not calculable
from other measurements on the drawing(s), are to be referred to the Project Officer. The
Contractor can scale from the drawing but the Authority cannot guarantee the accuracy of the GIS
generated base plans used.
9.
Discrepancies
Any discrepancies noted within the tender are to be brought to the attention of the Project Officer
as soon as possible and prior to commencement of works on site.
