Thank you for your email of 2 June 2020, in which you requested the following 
information:  
 
‘’Pedestrian Bridge at Gomshall Station, Surrey 
Please provide the Final Business Case by which you sought authorisation to build 
this bridge.’’ 

 
I am considering your request under the terms of the Environmental Information 
Regulations 2004 (EIR).1 Having consulted colleagues in our construction projects and 
bridge management teams, I am now extending the deadline for responding to this 
request.  
 
Under regulation 7(1) of the EIR, a public authority can extend the period of 20 working 
days to 40 working days, if the complexity and volume of the information requested 
means it is impracticable to make a decision within the earlier period. In this case, our 
colleagues have raised concerns about the commercial sensitivity of the document – while 
we are still investigating those concerns, it is not possible to take a decision about whether 
to disclose the information you have requested. 
 
 
1 Where information requested relates to measures affecting the environment then this information is 
exempt from disclosure under Section 39 of the FOIA but public authorities are instead required to consider 
it under the EIR.
