Council. I have detailed below the information that is being released to you.

“Dear Birmingham City Council, 

As a member of a private Facebook Group of 450 members called Park 
Central Community and on behalf of these members due to extreme 
disturbance experienced on 29th and 30th of May 2020 before and after 
dusk making hundreds of Leaseholder flats in 13 Blocks unliveable, I 
would like to know: 

What activities in the park are permitted and when (opening hours)? 
Motorised vehicles (other than mobility scooters), e-scooters, drones, 
amplified sound, barbeques, larger than a family unit, organised events? 

The Sunset and Moonlit Park Construction Cost (Sunset Park water 
feature was decommissioned some years ago)? 

What was the approved design for the Sunset and Moonlit Park (hedges at 
the perimeter fences included)? 

What Planning Gain Monies were used for the Construction of the Sunset 
and Moonlit Parks? And is there funding that was set aside for future 
maintenance such as to a City Wide Parks Capital Fund? Is their any 
income from non Birmingham City Council and Other Council land 
parcels within the Sunset and Moonlit Parks? Or income from the use of 
the facilities (including organised events)?”

years from new? What is the Sunset and Moonlit Park Budget for 2020-
21? 

What has been the Council's total Parks Budget for each year from new? 
And the tax year preceding the completion of the Sunset and Moonlit 
Park? And what pro rata percentage of this budget has been allocated to 
the Sunset and Moonlit Park for each of these years since completion? 
 
Response
“What activities in the park are permitted and when (opening hours)? 
Motorised vehicles (other than mobility scooters), e-scooters, drones, 
amplified sound, barbeques, larger than a family unit, organised events?” 
Birmingham City Council does not permit 
• BBQs.
• Motorised vehicles.
• Broadcast of music unless part of an authorised event, some of these 
activities would be subject to licence.
  
The official park opening times are 7.30 AM till dusk. 
Please note: Site is no longer locked at night.
“The Sunset and Moonlit Park Construction Cost (Sunset Park water 
feature was decommissioned some years ago)”
Construction of the Sunset and Moonlit Parks cost £2.4 Million.
“What was the approved design for the Sunset and Moonlit Park (hedges 
at the perimeter fences included)?” 
Original Design – see attached drawings. (Design shown excludes Water 
feature and Sky mirror In Sunset park which was added post construction) 
Note: No formal hedges around the perimeter but blocks of shrubs positioned at 
angles along terraces to allow views in the parks.

maintenance such as to a City Wide Parks Capital Fund? Is their any

The Parks were funded from capital receipts from the Attwood Green Joint 
Development Agreement between Birmingham City Council and Crest 
Nicholson Regeneration Ltd. (The Developer) and Optima Community 
Association.
This Agreement did fund longer term capital replacement of items like play 
equipment, street furniture etc. of which there is approximately £50k still 
remaining.  See attached plan.
Birmingham City Council can confirm there is income from none BCC and other 
Land Parcels.
