Thank you for the comments regarding our response to the RSA and also the additional
information (risk assessment) for the decision about the risks of the turning vehicles at the
junction with Bene’t Street.
 
We have reviewed the comments / actions 2.1 & 2.2 and considered them carefully.  There are
two situations when a cyclist is traveling south; 1. With the gate open; 2. With the gate closed. 
With the gate open there are no risks highlighted in the Audit, however there is a risk highlighted
when the gate is closed; cycles going to the east side of the gate and onto the footway.
 
Reviewing the TSRGD 2016 there are no signs which could be used to advise the cyclist of the
correct route, both when the gate is open or closed.  The other issue would be where to locate /
mount the signing to be obvious to the cyclist.  We don’t think something on a light column
would be obvious enough, as it would be behind the adjacent disabled / loading bays, and
something on the barge may be to late to advise the cyclist when the gate is closed.
 
The gate on Sidney Street has no signage for approaching cycles (in either direction) to advise
them of the correct route.
 
If you feel that there is appropriate signing, which I have missed / overlooked, then please let me
know and we shall review.
 
I would be interested in your thoughts before I complete the agreed action column of the form.

We have received the attached response to the RSA from the City but I would like to discuss this
now with the auditor and go through the responses as I have some questions about the response
and if it is sufficient mitigation for the issues raised.
We are also still waiting for the City to come back to us on a summary of the discussions that
took place with the Colleges and others at the various consultation meetings they held. This was
requested by Legal. 
is going to chase this up.
Therefore I think it best we cancel the meeting at 4pm today as I do not think we will be ready to

underside of the sign, I can confirm that this has been included in my specification for the signs.

Thanks for the responses and yes I will complete for these two points and return.  In Point 2.5
there is mention of a risk assessment regarding the use of the junction for possible turning and
the risk of a hostile vehicle attack, We would be very interested to see a copy of this if possible.
 
The signing is an interesting one, as when the gate is open the cycles will obviously go through
the gate and then when its closed they will need to go through the cycle gap.  I will have a look
to see what we can do.
 
We had a meeting this morning and 
 mentioned that 
 may determine the TTRO
today.  We have amended the layout slightly, this is to include a barge on the edge of the
footway so the 1.2m wide cycle gap is fully on the carriageway.  We think we have forwarded the
drawings to you but wanted to make sure you had this, and the revised drawing is attached.
 
If the order is determined today, when would your processed be completed?  So when could we
install, this there any opportunity to install in December (Christmas Embargo) or do we need to
wait until January?  There are the additional signing and lining works to be completed.
 
Also can you advise on your advertising of the order, how this is done and the timescales?

Thank you for this. Unfortunately we have had to postpone the meeting as legal are asking for
further information, including the results of the road safety audit, which I understand may
contain some issues which need addressing.
 
They have also asked for a summary of the meetings and responses you provided previously. Can
you please expand on the details of the issues discussed and the comments made for the
following:
 
·         Briefings to Cambridge University and affected Colleges (several of whom sub-let
property along King's Parade) Jan 2019.
 
·         University, Colleges, churches and affected landlords, tenants/ businesses notified by
letter of proposals 1 March 2019, in lead up to CJAC 5 March. Included contact details
for further information.
 
·         Various responses to queries raised by businesses from 1 March to date.
 
·         Proposals considered by Cambridge BID Board Spring, Summer and Autumn 2019.
 
·         Consideration of business delivery needs in identification of optimum barrier closure
periods Spring/ Summer 2019.
 
·         Meetings with businesses adjacent to proposed barrier July 2019.
 
·         Meeting with Cambridge University Estates representatives (Transport, Ceremonies and
Old Schools) 6 Aug 2019.
 
·         Face to face briefing at King's College for colleges and their property tenants
(businesses) organised by Bidwells 22 Aug 2019. Circulation of presentation slides by
Bidwells as follow up.
 
·         Analysis of footfall data captured by Cambridge BID Aug 2019 to date.
 
·         Survey of business deliveries Sept 2019.
 
·         Follow-up Bidwells organised briefing advising of further implementation details 31 Oct
2019. Circulation of presentation slides by Bidwells as follow up.
 
The method of access for the Police, Fire and ambulance also needs to be resolved prior to any
decision.


 
Unfortunately, we are unable to proceed with determination of the TTRO until the City Council
have finalised both their design and the legal concerns set out above. It should also be noted
that changes to the design and the location of the barrier will have an effect on the Order
specifics and may necessitate the safety audit being revisited.

We have had a few difficulties with CAD, but the attachment shows that the temporary barrier
and barges can be positioned to provide 1.2m cycle gap to the low kerb.  The red circles by the
way are 1.2m diameters.  We are still playing around with the best arrangement, but are
confident we can make it work.  What we’re reviewing currently is whether we can do anything
better on the shops side to reduce the potential for cyclists taking to the footway.  This may
mean the main gate and barge arrangement moves a little further north than shown on this
drawing, to extend in to the end of the existing loading bay.
 
Hope this provides what you need for the meeting and do let us know if you need anything
further.

Hello 
 
 are exploring alternative options.  The situation on site is further complicated by a
longitudinal slot drain in front of the shallow kerb.  One option might be to replace the existing
bollard behind the kerb with a ballasted barge positioned on top of the wide kerb in line with the
shallow upstand, and take the 1.2m gap from there to the next barge supporting the gate.  We
need to look further at what that does on the other side of the road - the gate is a set 3m width
but the width of the pairs of barges on each side supporting it has some opportunity for flex via
the length of the connectors.
 
We'll try to have a prefered arrangement established in time for you meeting.  What time is
that?

We are meeting with 
 tomorrow to go through the objections to the above, one issue is
the statement that was provided in relation to the gap for cyclists past the barrier:
 
“Consideration is also being given to the practicality of reducing the level difference to the face of
the shallow kerb for the duration of the initial temporary scheme”.
 
We are concerned that the optical illusion of a 1.2m air gap and 900mm ‘wheel’ gap on such a
heavily used cycle route may lead to accidents, therefore can you pleas outline your proposals to
resolve the issue.

That’s great – many thanks. I think one of the problems might be resources from the safety audit
team but if necessary they can get in external staff to do the audit if time is of the essence. I am
not quite sure who raised this but 
mentioned the University have concerns.
