Dear Mr Carroll

Request for information on Rattlechain Lagoon

Thank you for your request for copies of all email correspondence between
VLA and Rhodia on the subject of Rattlechain Lagoon which we received on 8
February 2011. Your request has been considered under the Environmental
Information Regulations 2004 (EIRs).

I enclose a copy of the information you requested. It is in the form of a series
of emails and attachments. The documents have been numbered to show
their chronology and relationship to each other. The documents are listed in
annex A.

We have decided to withhold some of the information you have requested
under regulations 12 (3) and 13 of the EIRs as the information constitutes
third party personal data. The information relates to names and contact details
included in the emails and documents.  It is considered unfair to release the
information by reason of prejudice to the freedoms of the data subjects, i.e.
the individuals concerned.  The regulations provide that personal data relating
to third parties is exempt information if disclosure would breach the Data
Protection Act 1998 (DPA). We consider that disclosure of this information is
likely to breach the first data protection principle in Schedule 1 of the Data
Protection Act 1998, which relates to the fair and lawful processing of
personal data.

Dr Tom Dutton the HSE Director at Rhodia UK Ltd is content for his name and
contact details to be released in relation to this request.

If you have any queries about this letter, please contact me.  I also attach
annex B giving information about copyright provisions and contact details
should you be unhappy with the service you have received.

Yours sincerely
